The H object of the law is to do away with juvenile delinquency. The au- H thorities had found that where mothers were called away from home Hr in an effort to maintain their families, a large percentage of the Hj children, deprived of a mother's care and watchfulness, became H wayward. Delinquent boys and girls are a burden on a community H and thoy too often- develop into criminals, inflicting a greater bur- H By anticipating the waywardness of children in broken homes HL and applying a preventive measure, the officers of Jackson count H ihave given to other counties and other communities a new treat- H merit of delinquency which should be studied and, if possible, gen- H , ;erally applied. H , I The widow with a family is entitled to our aid.
