Hf "Gentlemen: I have the honor to H request your honorable body to ap- H propriate $500, or so much thereof H as may bo necessary, for the auditing of the books and accounts of Ogdcn Hj Citr for tho past two years. I know tho public H generally feels that this audit should H be mado and I ask that you approprl- h ate that sum of money and that the H in-coming government bo requosted to Hl appoint a competent and suitable aud- B itor to check up and audit ail the M accounts of Ogdcn City for tho past H two vcars. "Gentlemen: I return herewith tho various bills for the Morchant-s' Light & Power company without ray approval approv-al for tho reasons as stated In my pre-Jous pre-Jous comnvunicatlon vetoing , the same bills. "I do not believe it to be a wide policv or good business judgment to pay tho light company Tor light when tho same company is owing the cltv for fees for the placing of their poles in tho streets of Ogden. Tho fees for tho poles were due before tho light company furnished any light, and. therefore, should bo paid first. It Is always considered fair and Just among all business enterprises to deduct con-tra-accounts and in this lnstanco It is especially wlso to mako tho deductions deduc-tions since 'the light company claimed it should not pay tho fees for the locating lo-cating of the polos.
