H' As vrc view these petitions, they are in the nature of a nominat- H ing body and, as a substitute in part for primaries, they obligate the H petitioners to vote for their nominees. Therefore, no one should sign H a petition, for a condidate unless he is prepared to vote for his candi- H The signing of petitions should not be made a farce. The obli- M gation of good citizenship is involved, which requires a voter to M say "No" to an objectionable candidate as readily as he would say Hs.
