Show THE CITY Willi " Hold a Short Session and Hear the Report OF THE COMMITTEE OX LAWS Reading of Minutes Held Over till Next Regular Meeting A vJommunication. The City Council met in adjourned session Tuesday evening, prayer by Councilor Wintch Councilor Wiutch was appointed recorder re-corder and called the roll, members present, Shoemaker, Bessey, Luke, Munk, Cox, Anderson and Winch. The reading of the minutes of the last meeting was held over until the next session of the council. Acting Recorder Wiutch handed over the petitions and the majority of them were held over until the next meeting. Claims wete disposed of in the same manner, lor the reason that the recorder was absent from the city aud there was no one to issue warrants. A communication was read from the assessor and collector of Utah county, in reference to taxing iSilruads, stating that railroad companies were treated the same as private individuals. This was embodied in a repbrt of the mayor who had been appointed to inquire into the matter. The report was adopted on motion of Councilor Anderson. J.J.Taylor complained of the bad roads and bridges near Applegreen's place and petitioned the committee to see into the matter. This was referred to the supervisor with power to act. The rules were then suspended in order to allow Mr. Osier to present a report re-port to the council, He slated that he had been appointed chairman of the finance committee who had the Fourth of July celebration in hand, and that he would have presented a report before but lor the lack of time. He said that the commiitee- secuied $60 and alter paying all bills had a balance of $7.50 which amounl he handed over to the council suggesting that the same be donated to the blind man to pay his water tax. Councilor Luke moved that the report be accepted and a vote ol thadks be tendered the committee, also that the committee take tne money and do what they pleased with it. Carried A petition was read from Otto Ottosen et al.to allow Sanford Forbush to transfer trans-fer a certain amount of water right from one se: to another. Granted. Mrs. M. E. Minium and Mr. O. F. Coolidge were each granted a retail liquor license for a period of three months. Councilor Luke, of the committee on laws and revisions, reported that the committee had confered with the city attorney, in regard to permitting ice cream parlors to be open on Sunday and they had decided not to repeal or amend the ordinance, but to leave it as it is and issue permits to parties desiring to sell confectionery, refreshments, etc. said permit to state at what hour they could open and at what hour to close. By this means if the privileges were abused the permit could be withdrawn and the ordinance still be in force. The leport wss accepted and suggestions adopted. The question of deciding wiiat hours the places was to be open was then taken up. Conncilor Luke moved that they be allowed to "open between the hiurs ol 4:30 p m. and 9:30 p. m. Councilor Cox moved to amend by making the hour 9 instead of 9:30. , Conncilor Bessey made a stirring speech in favor of the amendment, saying say-ing that 9 o'clock was late enough to be op.-n as a number of children who ought to be at home were always to be found in these places. Councilor Luke spoke in favor of his motion, stating that the voung men who were sparking did not have to see their young ladies before nine o'clock, and if the hour was let foi nine they would have to go without their cream. The question was called for and a vole taken on the amendment which was lost. Then the original motion was put which resulted in a tie. Mayor Shoemaker Shoe-maker cast the deciding vote in favor of the motion. Permits will be issued to the icecream parlors to be open from 4:30 to 9:30 p. m. on the Sabbath. On motion of Councilor Anderson council adjourned. Benediction by Councilor Bessey. |
