Show GIVE WESTERN STATES CHANCE IN, the name of conservation, laws have been passed which have rendered rend-ered impossible the development of the nation's water-power.- Four-fifths of our water-power energy which is feasible feas-ible for commercial development is running run-ning to waste, and three-fourths of this waste is upon navigable streams under -Federal control. This scandalous waste will continue so long as private capital is discouraged by drastic and impossible impossi-ble statutes from making investment. At a time when water-power has been made more and more available for use by the development of electrical transmission, trans-mission, the hands of capital in this field have been tied. Millions of dollars that might have gone into western -states to utilize its vast . water-power for the manufacture of nitrates for fertilizer and explosives, have sought outlet in Canada and Norway.
