Eastern Capital Invested After inspecting the project and obtaining a general understanding under-standing of the amount of capi-. capi-. tal required to lift the obligations obliga-tions of the Oasis company and develop the Carey Act project and colonize the same. I called upon Mr. W. D. Candland. president presi-dent of your honorable board, fully cognizant that a new contract con-tract with your board to construct con-struct the svstem under the Car ey Act laws and reclaim so large a tract of land would involve a very large investment. moreover more-over there was an obligation of the Oasis company to the State of Utah, amounting to sixty thousand dollars, for which the state had no security, and this must be assumed by my. company com-pany providing we committed ourselves to this financial undertaking, un-dertaking, realizing, as 1 did at that time, that the safety of the investment would, to a very large extent depend upon the honest and intelligent co-operation of your honorable board. I interrogated President Candland Cand-land very closely as to the attitude atti-tude of the land board towards our company if we should decide de-cide to finance the project and assume the obligations of the defunct Oasis Land & Irrigation company. I asked him whether Or not we would receive the honest hon-est co-operation of the board "j and fair treatment from them at all times. Assured of Co-operation President Candland. in very ' emphatic terms, assured me that the state needed eastern capital to develop this and other resources re-sources and that he fully realized real-ized the situation in Millard county , and especially in the district surrounding Oasis Carey Car-ey Act project, was in a deplorable deplor-able condition; and he assured me that if we entered into a contract with the state through your honorable board, to reconstruct recon-struct the Millard county Carey Act project and invested a sufficient suf-ficient amount of money to lift the obligations of the Oasis Land &, Irrigation company and carry out tiie contract to a successful suc-cessful termination we would receive square and honist treat- ment from t he board. We have developed de-veloped the project, strictly complying in every essential detail de-tail with the spirit and terms of the contract. Also, we have gone far beyond the contract with the state. For instance, we have provided conveniences for the seniors, such as loaning loan-ing them money with which to buy live stock, grain, hay, lumber lum-ber and even provisions with which to feed their families. Invested More Than Promised Also, we have caused to be constructed con-structed and operated on the north tract, a railroad some fifteen fif-teen miles long, towards the cost of which we have contributed many thousands of dollars and much valuable time and effort. We have built many miles of graded roads and numerous bridges. We have built telephone tele-phone lines and gone far beyond the contract with the state in construction of concrete structures struc-tures in the canal system, installed in-stalled measuring devices, etc. Our expenditures in excess of the requirements of the state contract aggregate one hundred anil fifty thousand dolars. This does not include the drainage on the south tract, where we have during the year 1916 reclaimed re-claimed by a complete system of one hundred miles of clay tile some forty-live hundred acres of government hind at a cost of one hundred and sixty thousand dollars land that would have been worthless without this expenditure. ex-penditure.
