That tt i prup.-d to amend Section 1, of Article VII, ot the Constitution of the SUu of Utah as follows fol-lows : SECTION I. The executive IX-pnrinient shall consist of Governor, S.-c i-y of State. State Auditor. State Trt?a-.rer and Attoi ney-Generfti. e.-..:h of whom th-ilJ hold his office for four years, beginning on the first Monday of Janua:"y next after his election, except that the '.ermi of office of those elerUd nt the first election shall begin when the stute shall be admitted into the Union, and shall end on the frst Monday Mon-day in January. A. D. 1901. The officers of the Executive Department, during their terms of office, shall reside at the seat of government, where they shall keep the public pub-lic records, books and papers. They shsll perform such duties as are prescribe, by this Constitution and as may be pri-si-ribed by law, SECTION 2. The Secretary of Stat is hereby directed to submit this proposed amendment to the electors of the stnte nt the next general election in the nanner provided by law. SECTION 3. If adopted by the electors of the state, thi amendment shall take effect ef-fect the first day of January next succeed ing a determination by the Board ot State ' Canvassers of the result of the election ! designated in Section 2 hereof. Constitutional Amendment No2 A Joint Resolution Proposing an Amendment Amend-ment to Section 10. of Article VII, of the Constitution Relating to Governor's Appointive Ap-pointive Power and the Filling of Vacancies Va-cancies in Certain Office. (Superintendent (Superin-tendent of Public Instruction.) Be it resolved by the Legislature of th State of Utah, two-thirds of all the memberi elected to each house concurring concur-ring therein: SECTION 1. That it 1 proposed to amend Section 10. of Article VII, of the Constitution of the State of Utah, as follows fol-lows : SECTION 10. The Governor shall nominate, nom-inate, and by and with the consent of the Senate, appoint all State and district officers offi-cers whose offices are established by this Constitution, or which may .be created by law, and whose appointment or election is not otherwise provided for. If, during the recess of the ben ate, a vacancy occur in any State or district office, the Governor shall appoint some fit person to discharge the duties thereof until the next meeting of the Senate, when he shall nominate some person to fill auch office. If the office of justice of the supreme or district court. Secretary of State, State Auditor, State Treasurer, or Attorney-General be vacated by death, resignation or otherwise, it shall be the duty of th Governor to fill the same by appointment, and the appointee shall hold his office until his euccesaor shall be lected and qualified, as may be by law provided. SECTION I. The Secretary of State is hereby directed to submit thi proposed amendment to the elector of the state at the next general election in the manner provided by law. SECTION 3. (Superintendent of Public Instruction.) Be it resolved by the Legislature of the State of Utah, two-third of all the member mem-ber elected to each house concurring therein : SECTION 1. That It is proposed to mend Section 8, of Article X. of the Con-tltution Con-tltution of the State of Utah, as follow: SECTION 8. The general control and supervision of the Public School System hall be vested In a State Board of Education, Educa-tion, consisting of such persona aa the (Legislature may provide. SECTION 2. Secti, n 2 of the Constitution Constitu-tion of the .itate of I'lah. as Amended af the General Election in Relating ta Taxatioi. of Tangible Property. Ascertainment Ascer-tainment of Value, Exemptions, and tha Annual Tax for the State. Be it resolved by the Legislature ot thi State of Utah, two-thirds of all m.mbi;ri elected to arh House and two-thirds of all members of -ach House concurring therein : . SECTION 1. That it la . proposed . to amend Article XIII. Section 2 of the Constitution Con-stitution of the Stnte of Utah, as amended at the general election in 1330, to read, as follows : SECTION 2. All tnnxible property in the State, not exempt under the laws of h United States, or under this constitution, shall be taxed in proportion i its value, to be ascertained as provided bv law. The property of the United State-;, f the State, counties, cities, towns, school districts, municipal mu-nicipal corporatinna ivul pub! 'v.- libraries, : lois with the buildinsrd thereon used exct-u-! sively for either religious -worship or chor-i'able chor-i'able purposes, and places of burial not held or used for private or corporate benefit, bene-fit, shall be exempt from taxation. Water riprhts, ditches, canals, reservoirs, pocr plants, pumping plants, transmission lme, pipes and flumes owned and ustd by individuals indi-viduals or corporations for irrigating land within the state owned by such individuals or corporations, or the individual member thereof, shall not he separately taxed a long as they shall be owned and used exclusively ex-clusively for surh purposes. Power plants, power transmission lines and other property proper-ty used foi generating and delivering electrical elec-trical power, a portion of which is used for furnishing power for pumping, water for irrigation purposes on lands 4n th State of Utah, may be exempted from taxation taxa-tion to the extent that such property is used for such purposes. These exemptions shall accrue to the benefit of the users of water so pumped under such reputations as the legislature may proscribe. The taxes of the indigent poor may be rem ittcd or abated at such times and in such muner as may be provided by law. The legislature may provide for the exemption from luxation luxa-tion of homes, homesteads, and personal property, not to exceed $2,000 in. value for nomes ana norr.e.ncflus, and avv tor personal per-sonal property. Property not la exceed $3,000 in value, owned by disnblf ' person who served in any war in the militnry service serv-ice of the United States or of the State of Utah and by the unmarried widows and minor orphans of such persons may be exempted ex-empted as the legislature may provide. The legislature shall provide by law for an annual tax sufficient, witii other sources of revenue, to defray the estimated ordinary ordin-ary expenses ot the state for each fisenl year. For the purpose of paying the sta;e debt, if any there h the legislature shiil provide for levying a tux nm:u:i!ly. buffi-cient buffi-cient to pay the annual interest nn:l tn my the principal of such debt, v-ithin tweniv years from the final passne of th-? ! .v creating the debt. Constitutional Amendment No. 6 A Joint Resolution Proposing to Amend Section 9, Article VI of the Constitution of Utah, Relating to Compensation of Members of the Legislature. Be it resolved by the Legislature of the State of Utah, two-thirds of all the members mem-bers elected to each of the two house Toting in favor thereof: SECa'ION 1.- That it is proposed to amend Section 9, Article VI, of the Constitution Con-stitution of the State of Utah, as follows: SECTION 9. The members of the Legislature Legis-lature shall receive such per diem nd mileage mile-age a the Legislature may provide, not exceeding ex-ceeding eight dollars per day .mil ten cent per mile for the distance necessarily traveled trav-eled going to and returning from the place o meeting on the most usual route, ami they shall receive no other pay or perquisite. per-quisite.
