Tlmt the following proposition prop-osition to nmeml tho Constitution of the Htate of Until Is hereby submitted to tho qunllfled electors of the Htate of Utah for their approval or disapproval, disap-proval, nnmrly- That Kcctton 2. Article 10, of the Constitution of the Htate of Utah, be amended to read as follows. "Tho Public School Hjslein shall Include In-clude kindergarten school, common schools, consisting of primary and Krurmmir grades, nlKh schools, an agricultural ag-ricultural coIIcbp, a university, nnd such other schools as the Legislature may establish, Tho common schools shall be free. The other dopurtmenti of the Bystem shall bo supported ns provided by law. 1'rovlded, that high schools may ho maintained free In all cities of the II rat and second class now constituting school districts, nnd In such other cities and districts as may be designated by the Legislature. Hut where the proportion of school monlcj apportioned or ac ruing to any city or district shall not bu sultlclent to main-tiln main-tiln all the free schools In surh city or district, the high schools shull bo supported sup-ported by local taxation. Provided, that when nny cities or districts shall establish high schools, the Legislature may authorize the uso of state school fund to nsslst In supporting such schools, said funds being apportioned to the cities or districts concerned, by the Htatu Hoard of Education." Artlclo XIII., of the Constitution Consti-tution as amended November C, 1900, and Section 12, of said Article XIII., relating to uniform tax and exemptions exemp-tions therefrom, nnd authority of tho Legislature to provldo for a stamp tnx or a tax based on Income, occupation, licenses or franchises. lie It resolved und enacted by the Legislature of tho Stato of Utah, two-thirds two-thirds of all members thereof concurring concur-ring therein: Section 1. The following proposition to amend tho Constitution of tho State of Utuh Is hereby submitted to the qualified electors of the State for their approval or disapproval, namely: That Section 3, Artlclo XIII.. of the Constitution of tho Stato or Utah, as amendod November 6, 1900, and Section Sec-tion 12, of said Article XIII., be and tho eamo are hereby amended to read as follows: "Section 3. The Legislature shall provldo by law a uniform nnd equal rata of assessment and taxation on all property In the Stnte, according to Its value In money, and shall prescribe bv genernl law bucIi regulations as shall secure a Just valuation for taxation tax-ation of ull, property, so that every person and corporation shall pay a tax In proportion to the valuo of his, her or Its proparty; Provided, that a deduction de-duction of debits from credits may bo authorised: Provided, further, that tho property of tho United States, of the State, counties, cities, towns, school districts, municipal corporations and public libraries, lots with tho buildings thereon used exclusively for either ro-llglous ro-llglous worship or charitable purposes, pur-poses, and places of burial not held or used for private or corporato benefit, shall bo exempt from taxation Ditches, cannls, reservoirs, pipes and Humes owned and used by Individuals or corporations for Irrigating lands owned by such Individuals or corporations, corpora-tions, or tho Individual members thereof, there-of, shall not be separately taxed n long us they shall be owned and used exclusively for such purpose; Provided, further, that mortgages upon both real and personal property shull be exempt from taxation: Provided, further, that tho taxes of the Indigent poor may be remitted or abated nt such time and In such manner as may be provided by law "12.
