Show CONGRESS FAVORS NATI0NIUEFEN5E SENATORS AND REPRESENTA-TIVES REPRESENTA-TIVES GO ON RECORD ON THE ARMY AND NAVY PLAN. In the Senate Sixty-three Favor Program Pro-gram and But One Against. House Stands 269 for and Twenty-three Against. Washington. A canvass of congress1 con-gress1 completed Sunday by the New York American shows an overwhelming overwhelm-ing majority in favor of increasing the strength of the army and navy in both senate and house. The following questions were put to senators and representatives: 1 Do you favor increasing the strength of the army and navy? 2 If so, to what extent? On the bare question of increased defense the answer was clear and overwhelming. The question as to the extent of defense de-fense brought plans from a program somewhat short of that proposed by President Wilson to proposals for four and five and six battleships a year. The bulk of the legislators, however, were prepared to leave the extent of the program to the congressional congres-sional committees or to the military experts. Among the Democrats a sentiment favoring submarines, mines and aircraft air-craft in preference to 'battleships developed, de-veloped, and in several cases increases in-creases in the army were deemed subordinate sub-ordinate to augmented naval strength. Here is the way, according to the poll, that congress stands upon the issue: is-sue: Of the Democrats in the house, 143 are in favor of the increase, while but seventeen are registered as against it. The Republicans aligned themselves 121 for and four against it. Thirty-one Democrats and forty-six forty-six Republicans were absent and thirty-seven Democrats and twenty-eight twenty-eight Republicans were noncommittal. The Socialist congressmen stood one for and one against it, while the only Prohibitionist declared himself to he opposed to the increase. In the senate forty Democrats were for the greater measure of preparedness, prepared-ness, with one against it, eight appearing ap-pearing as absent and seven declining to voice their views. Twenty-three Republicans were in favor of the increase, in-crease, with no dissenting voice, while twelve were absent and five noncommittal. non-committal. The total figures for the house show 269 for and twenty-three against the increase, with 143, including one independent, in-dependent, who was absent, not voting. vot-ing. The senate total shows sixty-three sixty-three for and one against, with thirty-two thirty-two either absent or not voting. |
