Show I THE BLOOD TAX AND THE MONEY TAX. m H Under the above heading the Washington Post inti- H mates that the House Taxation bill was a wet blanket : on the sale of the Liberty bonds. Perhaps so. Ordinarily in the United states it ought not to have been necessary H for the secretary of the treasury to go out and campaign , for their sale. If such a campaign is necessary for the ' first installment, what will be the conditions as the war H drags on? As the Post very reasonably says: A The Senate should make known to the country I that this bill will never pass. Then the people w:ll H I take heart again. Wheels will begin to turn and H ' plans will be made to expand industry to meet the H needs of the government for fighting the war. Then H the bonds will be bought up by rich and poor. H Let the Senate give the country to understand H that the war is to be fought for all time, the end H being the triumph of our democracy against the H strongest assault that could be made against it. H . ' Let the people know that the immense cost of the H '' war will be borne by those receiving the benefit of victory, as well as by those who endure the bur-H bur-H r den and shed the blood needful for victory. As the benefit will run to prosterity, let prosterity pay H f part of the cost. It cannot pay in blood, but it can pay part of the money cost. And since the greater ' and more populous and richer United States will ' be better able to pay its share, prosterity will still ' be under a deep debt to the patriots of this day who H pay more than money for victory. H i T. Tin's nation cannot fight this war out of current ' revenues increased by taxation. It must go into . debt. The sooner this fact is understood the better. H , . The debt should be apportioned to the taxpayers H over at least 30 years. Fifty years would be better, H ' since the taxpayers 50 years hence will be enjoying ' far greater benefits than those of the immediate H r future, who will inherit the blood tax as well as the H ' money tax.
