The Hoard or Commissioners has probably given some attention to the Idea or having on file specifications ror road building in this county, yet the ract that steps to secure the same have riot been taken is proor that they have not thought about it as much as the situation demands. II the money spent on the roads during the past twenty years had been spent In building build-ing roads according to plans prepared by an expert engineer Instead of frittered fritter-ed away by the various road supervisors supervi-sors during that time, the roads of Cache would today bcour pride Instead of our lament. The money spent on the roads In twenty years has not been entirely lost by any means, for In some Instances there has been considerable Improvement, vet that money has not been spent In the way that would have resulted In the greatest good. It seems to have been decided that the county will not bond to secure good roads. Is it the Intention to continue con-tinue In the old rut and practically waste the money that will be spent in the ruturo? Aie load supervisors (good men In their way but not ex-peilenccd ex-peilenccd road-bullders)to be permitted permitt-ed to construct loads as they please, where they please and on a plan which may be exactly the opposite of that other supervisor whose territory adjoins? ad-joins? Is It the wise plan to leave road building to supervisors who do nothing more than grade a little occasionally oc-casionally and dump In a few loads or gravel that aie lost to sight aitcr the first rain or thaw? Is It well for a bridge of one kind to be constructed when an cxpeit engineer would understand under-stand icadily that another is necessary? neces-sary? Can we ever hope to have good roads unless In their construction theic Is a more systematic plan adopted? Most assuredly not. Salt Lake county coun-ty spent thousands of dollars on her roads In the way Cache Is now blowing In her shekels and got no good results. Only when a competent engineer surveyed, sur-veyed, set a grade and made filings which all road-workers weie compelled compell-ed to inspect and build to, was Salt Lako county able to get the worth of her money. A first-class engineer and road-builder should be employed and the proper surveys made, grades established, fills Indicated, the method of construction, material to be used, and all Information nccessaiy placed on file. Then when the supervisors build a piece of road it would be constructed con-structed In suchawaj as to secure lasting results. Let us have something better than wc have at piesent. |
