It was a favorite theory of Rcnjamln Disraeli, that tho moral and Intellectual Intellect-ual development of tho citizens was a more Important factor In tho fonna-tiou fonna-tiou of national character than the enactment of a ceitaln policy or the existence of a ceitaln institution. Tho truest test of a municipal munic-ipal success Is not how large, but how-good. how-good. Tho important thing is to edu cate tho cltiens to tho highest possible pos-sible conception of his dutj to himself and his neighbors. Just In propoitlon as all the people take an Interest In tho development de-velopment of their municipality Just so far will the olllclals endeavor to go In their olforts for improvement. It Is then plainly Important that ev eiy thing possible should be done to Interest the great mass of citizens along the lino of progress. For this work tho Improvement society Is especially fitted. An active Improvement Improve-ment society will do more to beautify a city and maintain It In a sanitary condition than will tho existence of any number of ordinances, order and efforts of olllclals unsupi-oited by proper pro-per municipal spirit. If the administration adminis-tration desires that its clfoits will ic-sult ic-sult In an improvement of local conditions, condi-tions, It should use every possible means to Interest tho citizens in the municipal welfare, and the Improvement Improve-ment society Is the one great agency that will bring this condition about. Every municipality should havo such a society and with tho proper assistance assist-ance from the local olllclals tho women wo-men of the municipality, who seemingly seem-ingly arc always anxious to Improve local conditions, will no doubt form such a society and the result will be most surprising. |
