MAYOR HAYBALL SUGGESTS PLAN 3 FOR SECURING WATER SYSTEM , Believes With Logan Republicih: "Where Thcrc!s A -Will There's A Way" Stands Ready to Give Financial " Backing And Points Out Benefits to Community In Making This Much Needed Improvement I wish to offer the following suggestions sug-gestions for the consideration of the citizens of Logan, relative to better-lng better-lng a water supply for our. city. Of course it Is out of. the question to bond, the city for the amount necessary nec-essary to Install-a new system, but ' It would seem to me that there ought to be some way out pt this difficulty. Could there not be a company form ed to put this new pipe In from the present intake of the City's water System to DeWltt Springs, with the understanding that Logan City would pay the Interest on the Indebtedness and that .a contract be drawn up between be-tween the' company putting tho new pipe line and Logan City. That all revenues derived from Logan Lo-gan City's Water System bo placed In a separate fund for the purpose of talcing care of the Interest, and paying pay-ing off tho Indebtedness as It comes duo. Of course this would hare to bo worked out by the attorneys. My Idea would bo to have a number of citizens who are financially able to guarantee tho payment or the indebtedness indebt-edness and In this way I see no reason rea-son why we could not get the -much desired water system for the city. The cost of this new system would be about One hundred thousand dollars, dol-lars, (1100,000.00), according to the report of the commissioner on watv works to the city commissioners. The present revenue from the water sys- tern Is about Twelve thousand dollars "j (112,000) a year. This could bo increased to approximately approxi-mately fifteen thousand dollars ($15,-000). It tho waterworks department was put on a cash basis doing away with the present system of Issuclng with the present system or issuing script In payment to the proporty owner for money advanced in payment of the Improvement, and then redeeming the scrip In payment of the water rates. Instead ot this system sys-tem no district should be credited until un-til there wore signers ,eiqugh guarant-lng guarant-lng to take water to pay. eight (8J por cent on the investment. This would always Insure the city Interest on the money Invested for the Improvement. It this plan waa carried out the city commissioners could tax .five mills tor water works purposes each year. This would bring In about twelve thousand dollars ($12,000,000) a year, making twenty-seven thousand thous-and dollars 027,000,000), that would be available In maintaining and paying pay-ing off tho Indebtedness. It this policy pol-icy was carried out for fifteen yaehrs Logan City would be ablo to take caro of the indebtedness and, also Improve tho present system, making one ot tho best water systems In tho stato. Of course I have not gono Into tho legal phase of this matter as this la only an outline ot my Ideas. I have not taken the time to have the matter-gone over by the attorneys but after the lawyers have given their opinion that this outline could be put In proper form so as to protect all parties Interested whereby Loga'n'city would get this water system completed, complet-ed, I would be willing as one citizen to guarantee the payment ot five thousand dollars ($5,000) worth ot the indebtedness. I believe that 'from a health standpoint stand-point there could not be a belter Investment In-vestment for the citizens to enter Into. In-to. It would not only Insure us plenty of water for the next fifty years but would bo'tho best advertising advertis-ing that we could give to our city. It would Increase the value of all real estate and bring a creat many people peo-ple to our city looking ror homes, thereby Increasing the revenues of the city froth year to year. if there' Is any one that can give us a better method of financing this undertaking un-dertaking let us have It.
