Show A Joint Resolution Proposing An Amendment of Section 3, Article 13, of the Constitution of the State of Utah, Relating to Taxation. Do It resolved and enacted by tho Legislature of tho Stato ot Utah, two-thirds two-thirds ot all tho members elected to i each ot tho two houses concurring therein: - Section 1. That it is proposed to amend Section 3, ot Article 13, ot tho Constitution of the Stato ot Utah so that the same will read as follows: 3. Tho Legislature shall provldo by law for a Just and equitable assessment assess-ment of the property of tho State at Us actual money value. All taxes shall bo uniform on the samo class of property within the territorial limits of the authority levying the tax, and shall bo lovlod and collected for public -purposes only; provided, that a deduction of debits from credits may bo authorized; Provided, further, that tho property of tho United States, of tho stato, counties, cities, towns, school dlstiicts, municipal corporations corpora-tions nnd public libraries, lots with tho buildings thereon usod exclusively exclusive-ly cither for religious worship or charltablo purposes, and placeB of burial not hold or used for prlvnto or corporato benefit, shall bo oxompt from taxation. Ditches, canals, reservoirs, reser-voirs, pipes and flumes owned nnd used by Individuals or corporations for irrigating lands owned by such Individuals or corporations or tho individual in-dividual members thereof, shall not bo separately taxed as long as they Bhall 'bo owned and used exclusively for such purposo; Provided furthor that mortgages upon both real and personal property shall bo oxompt from taxation; Provided further, that tho tuxes ot tho indigent poor may bo romittod or abated at such tlmo and In such manner ns may be provided pro-vided by law. Tho Secretary of Stnto Is horoby ordered to glvo this proposition prop-osition to bo published In at loast ono newspaper in overy county In tho Stnto whero a nowspnpor Is printed and published, for two months preceding pre-ceding tho noxt goneral election. Section 3. This proposition shnll bo submitted to tho electors ot this State at tho noxt general election for tholr approval or disapproval. All official ballots used at such election shall have printed or written thereon the words, "For tho amendment to Section 3. Artlclo 13, of the Constitu tion relating to the 'lasslflcatlon of property for purposes of taxation," "Yes," "No," and shall otherwise be prepared and submitted to the electors elec-tors as may otherwise be providod by law, and said ballot shall bo received counted, and canvassed and returns thereon bo made In the same mannor and In all respects ns is or may be provided by law In the case ot election elec-tion of state officers.
