The preftdent Saturday declared to Senator Cullom of Illinois that in making the promotions to the brigadier generalships soon to become vacant ha would be governed entirely by the record; that it was his intention to promote those whose records showed them to be most deserving of promotion, promo-tion, and that neither personal considerations con-siderations nor influence would count. Senator Cullom had called on behalf of Major Ballance, who went into the army from Peoria, and Major McCler-nand, McCler-nand, a son of General McClernand. The latter was General Shafter's adjutant adju-tant during the Santiago campaign. |
