Show Indiana Governor Declines to Surrender Kentucky Political Refugees. Governor Durbin of Indiana has announced an-nounced his decision refusing to grant the requisition for the return to Kentucky Ken-tucky of Ex-Governor Taylor and Charles'W. Finley, who were indicted by Kentucky courts for complicity in the murder of Governor William Goebel. Governor Durbin's decision is embodied embod-ied in a long letter addressed to Governor Gov-ernor Beckham of Kentucky. Governor Gov-ernor Durbin recites the fact that this is the second requisition made for the return of the fugitive, and states that he must decline to honor the requisition requisi-tion for the same reason that prompted his predecessor, the late Governor Mount, that the time has not yet arrived ar-rived when an unprejudiced and nonpartisan non-partisan hearing of the charges against the fugitives can be held in Kentucky.
