His offer has been formally accepted accept-ed by Chairman Will II. Hays, of the National Committee, and tho contest con-test will open at once and close March 31, 1920. A first prize of $0,000 will bo given for tho best manuscript received; 83,000 for the second best and $1,000 for tho third.
