It will show the poisl-bllltles poisl-bllltles of the water supplies for this city, how they can be made available, nnd practically at what cost The plan will be susceptible nt gradual development, develop-ment, and will be so nhvlousl) to the advantage of the city that the people will see nt once that It Is both prudent nnd advisable to adopt It
