The const.tu-al const.tu-al amendments were those .pro " ' 1 by the last sess.on of the Em state legislature, and the two rrtition measures, dealing with the Uor question, were placed on the ballot by the circulation of peti- "constitutional amendments as proposed by the legislature deal ,-ith slate financial problems and ,be distribution of funds. The firs proposed amend-ment amend-ment for Section 11 of Article 9 of the constitution will be submitted to voters in the following fol-lowing form: -Snail Section 11 of Article 9 of ,l,e Constitution of the State of Idaho be amended to provide that permanent endowment funds other than funds arising from disposition of university lands belonging to the state, be loaned on United States, county, city, village or school district dis-trict bonds or state warrants under such regulations as the legislature may provide?" The second proposed amendment, amend-ment, self explanatory, is as j follows: j "Shall Article 4, Section 18 of j the Constitution of the state be : amended to provide that in the ! administration of moneys in cooperation coop-eration with the federal government, govern-ment, the legislature may prescribe any method of disbursement required re-quired to obtain the benefits of j federal laws"? The third amendment .deals I with the proceeds from the gasoline gas-oline tax and will read as fol-ft-vs: "Shall Article 7 of the Constitu Hon of the State of Idaho be amended by adding a new section hereto to be known as Section 17 so as to provide that on and after i July 1, 1941, the proceeds from I Ihe imposition of any tax on gasoline gaso-line and like motor vehicle fuels sold or used for motor vehicles on the highways of this state and from any tax or fee for the registration of motor vehicles, in escess of the necessary costs of collection and administration and any refund or "edits authorized by law, shall be nsed exclusively for the construction, construc-tion, repair, maintenance and traffic traf-fic supervision of the public highways high-ways of this state and the payment f interest and principal of obligations obliga-tions incurred for said purposes; and not part of such revenues by transfer of funds or other. v'lae. be diverted to any other Purpose whatsoever?"
