W 1 ANSWERS FEW QUESTIONS 00 While the editor of The Record was in attendance at the recent recent recent re re- re cent Newspaper convention in Panguitch he made it a point to interview the Hon W. W W. W Southern Utah's candidate for nomination for Governor on the Republican ticket relative to certain matters that are of interest to all taxpayers and voters The gentleman made the request that he be allowed to answer the questions propounded to him by letter so that there might be no quotations mis-quotations or a garbled account given The request was gladly granted and the following interesting letter is the result op 00 Kanab Utah July 8 1924 Mr Alex Rollo Cedar City Utah Dear Mr Rollo I have duly considered the questions you OU asked me relative to I 1 certain legislation during our visit vist in Panguitch while attending the Utah Press Associations Association's annual outing outing out out- I ing I have concluded that it would be better for me to answer those questions in writing so that there would be no misunderstanding During the 1921 Session of the legislature I introduced House Bill No 72 which is now the state road law You will remember how unsatisfactory unsatisfactory unsatisfactory the old law was Our county county county coun coun- ty commissioners had little if any I authority over the construction and maintenance of state highways You will remember that the state commission commission commis commis- sion consisted of the Governor State Engineer the Attorney General the Secretary of State and State Auditor II all of whom hom members of i all as as u board served without compensation The Governor was very much opposed ed to the bill which I introduced declaring declaring declaring de de- claring in favor of either the old lawor law or a one man commission If either i I of these ideas had prevailed southern Utah could not hope to have a member member member mem mem- memI I ber on the state road commission I introduced in the 1921 Session House Bill Dill No 20 which provides 2500 per capita for school children I from state wide taxation The Governor Governor Gov Gov- I Gov-I I expressed his opposition to this bill till on the grounds that it would be expensive to Davis County The bill I however passed the House with a vote of 31 to 16 but not without strong opposition All school children especially especially espe espe- dally of our country school districts are to-day to receiving the benefits of this law You asked about my attitude toward toward to- to to toward ward the Branch Agricultural College at Cedar City My Iy record is ia an open book on this subject The President of the College the Principal Principal Principal Prin Prin- cipal of the Branch College and all your representatives who have served i in the legislature with me know that I have never faltered in my support of the Branch Agricultural College neither shall I in the future No matter mat ter whether Iron County supports me or not my attitude in the future will willbe willbe willbe be strictly in keeping with my record of the past You asked if I ever heard the Governor Governor Governor Gov Gov- express opposition to the Branch Agricultural College in answer I wish to state that during the 1921 Session the Governor told me that the Branch College should be done away He said that it was wrong for forthe forthe forthe the state to support a High School for Iron County You will remember the difference of opinion which existed existed existed exist exist- ed when the budget for the Branch College was considered in the 1923 Session In answer to your question as to whether or not an appointee of the Governor may attend a convention at which the Governor is a candidate for I. I I refer you OU to Sec 2393 of Chapter 15 of the Compiled I Laws of Utah 1917 entitled Prevention Prevention tion and Punishment of Corrupt Practices in Elections which provides as s f follows l ws No holder of a salaried position other than an office filled by voters shall I be a delegate to a convention that I nominates the officer or board under whom he directly or indirectly holds I such position nor shall he be a member member member mem mem- ber of a party part committee for the state district or municipality by which he is employed I expect to be judged upon my record record re re- re- re cord and think all others should be promises do not mean very much when compared with the i official record of a candidate If I have not served Southern Utah faithfully faithfully faithfully faith faith- fully then I am not entitled to the support of Southern Utah If I am successful however in being elected to the office of Governor of this state I hope to be able to see things in a broad minded state wide way and not be the representative of any particular particular particular par par- district Surely after my service in six sessions of the legislature the people of Iron County will ill not be afraid of unjust treatment at my hands in the future Trusting that this is sufficient answer answer answer an an- to your questions I am very truly yours WM W.
