Show Careful Budgeting Urged by Taxpayer The November issue of the Utah, Taxpayer editorially calls upon the citizens of the state to join in an intelligently in-telligently directed movement to consolidate con-solidate our 212 units of government on a basis that will recognize the existing social, commercial, trade and economic conditions. The Taxpayer contends that as long as we perpetuate perpetu-ate these outworn, artificial divisions with their expensive, duplicating forces of administration and with their attending retinues of office holders, we can expect no relief no matter what the form of taxation may be. The Taxpayer also contends that tangible property has reached it-i saturation point as lar as its ability to assume any more tax burdens i.i concerned, and that we cannot look any more to that source for increased revenues. For that reason, contends the publication, we must look for ways of decreasing governmental expense. ex-pense. Consolidation of taxing units is the most promising field for consistent savings. The issue also makes a direct appeal ap-peal to all budget officers to have their own constituents in mind when preparing for 1931 budgets and not to permit any undue optimism to lead them into the belief that the money can be found somewhere and somehow. some-how. An article also deals with the question ques-tion of who should be admitted to our institutions of higher learning at public expense. It gives an illuminating illuminat-ing reference to the attitude of leading lead-ing educators on this subject wherein the belief is set forth that we must proceed now to segregate the fit from the unfit, not only from the standpoint stand-point of the young people themselves, but in public interest and as a means of bringing about relief to the taxpayers. |
