President Obregon thnf he be granted exf aordinary powers to adjust Article 27 of the constitution which nationalizes oil deposits, voted ' to accede to the request. Tuesday morning President Obre- gon called a joint conference 'of the leaders of both houses and explained , the necessity of immediate action vn ' Article 27. as, well as pleading for per-' mission to proceed with its adjusU ' ment in a manner acceptable to the : nation and its interests. His own ' party, the liberal constitutionalists, decided in a caucus to deny the president's pres-ident's request. ' Article 27 has long been a stumbling block in the relations between Mexico and the United States, the latter government gov-ernment characterizing the section as. confiscatory and against the principles of American rights and interests obtained ob-tained in Mexico under proper laws. The action of congress last Monday Is viewed by political observers' here as marking a definite split between1 President Obregon and his" party. |
