They do not say it, but it is clear enough M that had they named 25 to 1, they would have M met the same approval. ; M It seems to us that now would be the time M for the introduction of a bill in Congress fixing j M the ratio at, say, 25 to 1, for the foreign ox- M change of the United States and including i M in it authority for the Government, on such terms i M as might be just, to loan silver standard and sil- L M ver-using countries the money they 'need, and M inviting the nations to join in the measure.
