Show Panguitch Council Meets Present at the Panguitch City Council meeting on Mar. 13 were Mayor Jon Lee Torgerson, City Recorder Cindy B. Johnson, City Council Members Denny Orton, Mack Octting, Janet Oldham, Greg Payne, Rick Swanger and Attorney Wallace A. Lee. City Manager Allen K. Henrie was out of town for meetings. Donna Osborn was in attendance to take minutes at the beginning. Cindy Johnson and Mack Octting were lale due to other commitments. The Pledge of Allegiance and prayer were offered by Greg Payne. Upcoming Meetings A. Utah League of Cities & Towns - Apr. 5-6 - St. George Business License Request Nathan Chamberlain had re quested a business license for small construction jobs. The name of the business is "Honey Dews". The ' motion passed with all in favor. Bid Opening For Old Fire Station Roof There were three bids received to re-roof the old fire station and city shop. The bids were: Southern Utah Roofing: Orson Worthcn: Metal rounded roof, $9,000; Rolled SBS, $5,000; Flat roof, $4,500; Rocks, $6,000. Tim Tebbs Construction: Tim was in attendance for the bid opening. open-ing. Metal flat portion, 2.70 per square foot, $10,195; Metal rounded, 3.96 per square foot, $11,476; 350 per square foot, (See MEETING on page 3-A) MEETING From Front Page $23,359. Duke's Construction, Duke Marshall Metal Roofing: .92 square foot, $6,674; Whole roof, $6,140; Asphalt, .72 per square foot, $4805.28. The council felt that the bidders were not understanding fully what was needing to be done. The suggestion sug-gestion was made that the city re-bid re-bid with more precise specifications. specifica-tions. Drill Team Donations For National Competition Marlene Miller and Jennifer Miller were in attendance to ask for a donation to help the high school drill team attend national competition competi-tion in Anaheim, Calif., on Apr. 7. They need money for traveling expenses. ex-penses. The county agreed to donate do-nate $500 to them. The city council likes to see the organization they are donating to do a service project. Janet Oldham suggested the girls place mulch in the flower beds and prepare them for flower planting. By motion, the council approved ap-proved a $500 donation contingent upon the mulching of the flower beds. Laurel Project Donation Megan Payne was in attendance to discuss the annual Easter Egg Hunt project that was started and has been continued by the LDS 1st Ward Laurel girls. In the past, the city has donated $200 towards the project. The event will take place on April 12, at 10 a.m. The council approved the request. re-quest. Civil Air Patrol The Civil Air Patrol has asked if Panguitch City would like to renew an ad in their advertisement. The cost would be $195. Allen Henrie felt that we should not renew re-new the current ad. The council unanimously voted against placing the ad. Pigweed Road Bridge Completion The city has not paid any I money to have the bridge completed. com-pleted. Mayor Torgerson recommended recom-mended that widening of the bridge. Janet Oldham suggested soliciting bids on an expansion. Denny Or-ton Or-ton made some recommendations on the railings that would not narrow nar-row the road. Mayor Torgerson requested Allen Henrie do some research regarding the bridge. The council voted to gather information in-formation that would lead lo resolving resolv-ing the situation without narrowing the road. Social Hall The council addressed the problems prob-lems with the double doors on the Social Hall. We have had a lot of problems with the social hall front doors. Mayor Torgerson recommended recom-mended going with a single door with heavy duty framing. Two bids had been received on replacement replace-ment of the double doors from Jones Paint and Glass at $3,660 and from Harding Glass at $3,720. The council voted unanimously to obtain bids for a single door. Fire Engine Rides Mayor Torgerson reminded all of the council members that some time ago the city's fire chief, with concern for safety, requested a policy pol-icy be implemented that not allow anyone to ride on top of the fire engine for any reason. It was voted unanimously to take this posture, to avoid any potential injury to the city's youth. Mayor Torgerson was to have Allen Henrie send out information in-formation again to the schools regarding re-garding the policy. Taverns, Pubs, and Bar Restrictions Attorney Lee prepared a memo regarding taverns, pubs and bars for the city council to review. The state has very strict rules and regulations regu-lations regarding the sale of alcohol. alco-hol. There was much discussion regarding the issue of restricting such businesses. Attorney Lee recommended having public hearings hear-ings andor a public opinion survey regarding the restriction. There was a concern that without something in writing alcohol permits could not be denied. The council also wanted to be certain it was operating operat-ing with the law. Mack Oetting moved, seconded by Denny Orton to have Attorney Lee draft a survey regarding liquor licenses to determine future issuance issu-ance of alcohol permits. The motion mo-tion passed with all in favor. Mack Oetting moved, seconded by Denny Orton to implement a moratorium on alcohol permits until the survey is completed. Janet Oldham and Rick Swanger opposed. Swanger said he felt there are too many unanswered legal issues. is-sues. The motion passed three votes to two voles. Baseball Complex The Musco Company was scheduled to be in Panguitch March 26-28 to install lights on the poles at the baseball complex. Allen Henrie has put out a bid for the electrical work. There was discussion discus-sion on security lights and additional addi-tional lighting for the unlighted field. - Rick Swanger moved, seconded by Greg Payne to proceed with installation in-stallation of the wiring for future lighting at the ball fields and security secu-rity lighting if the funds allow. The motion passed with all in favor. |
