Show Panguitch City Council Meets PANGUITCH - Panguitch " Mayor Janet Oldham, along with City Manager Allen Henrie, City Recorder Cindy Johnson and council members Art Cooper. Denny Orton, John Orton, and Leland Pollock were all present at the meeting on Jan. 27 of the Panguitch City Council at 6:30 p.m. Councilman Randy Hatch was absent due to illness. Also present pres-ent was Attorney Wallace Lee. Prayer in City Council Attorney Wallace Lee prepared pre-pared a memo regarding prayer during city council meetings which he discussed with the council. He also gave them some viable ways to handle the issue. He said there are some options he feels they city could work from. 1 . Discontinue prayer during city council meetings. (Those who would like to have a prayer could have one on their own or meet as a group in Allen's office prior to meeting to have a private pri-vate prayer). 2. Moment of silence. (Adopt a policy to allow a brief moment of silence at the beginning begin-ning of the meeting). 3. Continue current practice. (The current practice has not been litigated as of yet). 4. Adopt a similar policy to that of Murray and Salt Lake City. (Mayor and city manager would invite various religious and other community leaders and volunteers to offer a brief prayer or inspirational thought). The recommendation's made by Attorney Wallace Lee are simply a common sense, riskbenefit approach to avoid the time and effort involved in litigating. Looking at the four options, Attorney Lee recommends recom-mends Option 1 or 2 regarding prayer at city council meetings. Councilman Art Cooper made a motion to continue with prayer using option 2, a moment of silence. Two council members voted for and two against, making the issue dead. Interlocal Agreement -Sheriff's Department John Orton made a motion to table the Interlocal Agreement with the Sheriff's Dept. until all the city council members could be present. The motion passed all in favor. Airport Hangar -Possible Lease Jerry Jorgensen was in attendance atten-dance to ask if he could lease one of the hangars at the Panguitch Airport for a couple of months or until the city is ready to move the hangars. He is interested in purchasing Or the demolition of one of the hangars which must be moved this spring. Denny Orton made a motion to rent the cinder block hangar to Jorgensen for $ 100 per month on a month to month basis. The motion passed all in favor. Business License Request Jerry Jorgensen has requested a business license for aircraft inspection and repair. A motion was made and passed all in favor to approve the business license request for Jorgensen Aero Services, Inc. Ken & Ren Construction -Industrial Park Lease Some time ago Ken and Ren asked Allen Henrie if they could rent some property at the industrial indus-trial park. They are interested in the lot just to the west of Orson Worthen's lot. A motion was made and passed all in favor to lease a 175 x 300 foot piece of land at the Industrial Park to Ken and Ren Construction. Allen Henrie additionally explained the process of purchasing the property prop-erty by the leasee. BIC Building -Robert Dricdonks Robert Driedonks has made a counter offer of $150,000 on the business incubation center which is more than he originally offered. The building was appraised at $177,000. Attorney Lee explained the legalities of selling the building after it has been put out for bids. The city is allowed to sell the building as they feel. Lee suggested sug-gested that any further discussion discus-sion should be in executive session. ses-sion. Old Fire Station The Main Street Manager has asked if the city would allow the main street office to be moved to the old fire station located on Main street. At the present time, the city is not sure what they are going to do with the building. Executive Session Regarding Land Issues There were several land issues the city council needed to openly discuss. Leland Pollock made a motion to move into executive session at 7:50 p.m. The session ended at 9:24 p.m. Those invited invit-ed into the session were Mayor Oldham, Manager Henrie, Recorder Johnson, council members Art Cooper, Denny Orton, John Orton, Leland Pollock and Attorney Lee. Denny Orton made a motion to order an appraisal on the one acre of land adjacent to Frandsen's sawmill for future industrial use. Denny Orton made a motion to re-advertize for bids on the BIC building (former old high school) located at 255 South Main. Denny Orton made a motion to order an appraisal for the old fire station located by 38 N. Main. Multi Purpose Event Center Garfield County Commissioners Commis-sioners are making a recommendation recommen-dation to have the Multi Purpose Events Center Director, Scott (See CITY COUNCIL on pg. 7) City Council From Front Page Christensen also be in charge of the Garfield County Fair events with no additional pay. Christensen is willing to do this. The county fair is mostly run by volunteers. Leland Pollock expressed his feelings that the Travel Council should spend a portion of their budget in Panguitch. The selling of alcohol at the Charlie Daniels Band Concert was brought up for discussion. The council would like to address this when a full council is present. Christensen went over some upcoming events at the center. The city council would like to see the lights put up around the arena. Leland Pollock made a motion which passed all in favor to accept and will support Scott Christensen as the new chairperson chairper-son over the county fair each year. Pollock also made a motion , which passed all in favor to approve the Monster Truck Show set for June 4-5. |
