Show Commission Meets Twice In September panguitch - Minutes for the two Garfield County Conimi ssion meetings in September show the following: SEPT. 9 MEETING Present were County Commissioner Maloy Dodds and Clare Ramsay, County ClerkAuditor Camille Moore, and County Attorney Wallace Lee. Commissioner Dell LeFevre was excused. The commission approved minutes from the previous meeting meet-ing and adopted the agenda. Lot Amendment Procedure County Recorder Les Barker updated the commission state law changes regarding subdivisions subdivi-sions which provide for a minor change without a total plat amendment. The commission by motion and unanimous vote authorized the Planning Commission authority to act upon minor lot changes until an ordinance is adopted outlining the full process. Public Works Business Signing - Tres Amigos Ranch Access County Road Commissioner Dodds met with other land owners regarding regard-ing their concerns about the entrance sign at the Tres Amigos Ranch, a concern that the sign implies that the road is access to private property. County Engineer Brian Bremner was asked to provide additional signing indicating the road provides pro-vides access to other properties as well as Forest Service land. Bremner reported that "No Trespassing" signs had been removed. CCC Arena Sign Bremner had received a quote for the changes in the signs at a cost of $4,400. The quote does not include concrete work or the actual moving of the sign. Bremner will hire a private pri-vate contractor to do the cement and excavation. Ticaboo School Purchase Offer The Church of Jesus Christ of Latter-day Saints made an offer for the purchase of the SchoolCommunity Building in Ticaboo after obtaining three independent appraisals. The land is owned by the church. Following discussion, the Commission instructed Lee to make a counter offer. By motion and unanimous vote, the (See MEETING on page 3A) Commission authorized Moore to poll the Board regarding the sale of the Ticaboo Communtiy Building if a decision was required prior to their next meeting. Department Business Garfield Travel Council Director Bruce Fullmer reminded remind-ed the Commission bout the upcoming Highway 12 set for Anasazi State Park on Sept. 21. Bryce Canyon National Park Superintendent Craig Axtell updated the Commission on the park's shuttle system for 2003 and the proposed road construction construc-tion in the park over the next two years. Mammoth Creek Fire District Levy Election By Motion and unanimous vote, the Commission set the levy amount for the Mammoth Creek Fire District at .002. Executive Session By motion and unanimous vote, the Commission entered into an executive session, returning to general session by motion and unanimous vote. Appointment of Victims Advocate After reviewing applications and upon the recommendation of Attorney Wallace Lee, by motion and unanimous vote the Commission hired for one year Carl Boyd, Tropic, as Garfield County Victims Advocate. The position which will be financed through grant funding will fund wages and insurance benefits. Board Reports Library Board Library Board: By motion and unanimous vote, the Commission appointed Kathy Fletcher to the Garfield County Library Board to fill the tern of Connie Douglas ending Dec. 31,' 2005. Prairie Dog Habitat Project: The Utah Division of Wildlife Resources is preparing a Prairie Dog Habitat Improvement Project for which the county received a grant of $5,000. The DWR requested assistance from the county, asking the county to provide a tractor operator for the project After discussion the Commission approved the use of the grant funds for the project. proj-ect. The minutes did not indicate indi-cate if there was a motion to approve or if the funds were to be used for a tractor operator. Building and Grounds The Commission approved (no motion indicated) accepting a bid from A-OK Tree Trimming Company to shape and trim the trees to allow for more sun on the lawn at a cots of $225 a tree for a total of $900. Rob Veater in charge of building and grounds for the county will proceed with the project. Hillsdale Cemetery Service Project Funding The Commission by motion and unanimous vote committed $200 for supplies to paint the fence at the Hillsdale Cemetery. The cemetery is not included in any cemetery district. The request was made by Wendell Brock. Circuit BreakerIndigent Abatement Applications Garfield County Treasurer Judy Henrie presented abatement abate-ment applications for review by the Commission. Public Works Aspen HighlandsPonderosa Drive ATV Ordinance: Attorney Lee will present the ordinance for review when it is completed. Hospital Project: County Engineer Brian Bremner is working with hospital administrator adminis-trator Eric Packer to help with an access for the facility's new mammography unit. Bullfrog Creek Crossing: . There was discussion regarding the Bullfrog Creek crossing on the Burr Trail and the Salt Gulch Road. Executive Session The Commission by motion and unanimous vote entered into executive session to discuss personnel per-sonnel issues and real estate matters. They returned to general gener-al session by motion and unanimous unani-mous vote. Personnel Issues The Commission approved making the microfilm position a permanent part time position. Cydne Quitter is currently working work-ing part-time for the road department and part-time microfilming, micro-filming, making her eligible for benefits. No motion. Ticaboo Community CenterSchoolhouse The Church of Jesus Christ of Latter-day Saints offered $80,000 for the Community CenterSchoolhouse building in Ticaboo. By motion and unanimous unani-mous vote, the Commission accepted the offer. Adjournment The meeting was adjourned at 12:30 p.m. |
