Show No Federal Grants Made for Garfield The most recent minutes of the Steering Committee of the Five County Association of Governments show that Cannonville Mayor Laurie Dea Holley and the communities of Panguitch and Boulder figured in actions of the committee, although no communities in Garfield County received any funds as Community Development Block Grant awards were approved. Iron County Commissioner Lou Tong was named chairman and Iron County Mayors Representative Robert Linford was named vice chairman of the Steering Committee. Tong usged unification among the five counties so that the southern part of the state could function more aggressively. Five County Executive Director John Williams announced the following mayors representatives from each county: Lee Petty, Beaver County; Laurie Dea Holley, Garfield County; Paul Jenkins, Kane County; Robert Linford, Iron County; and Jack Hallahan, Washington County. Mrs. Holley was appointed by the Garfield County Commission. Community Development Block Grant funding was approved by the Steering Committee for the following projects and in the following amounts: Iron County for a senior citizen center ($100,000), Five County Association of Governments for planning ($75,000), Washington County for a senior citizen center ($75,000) ; Enterprise for a firehouse ($68,150); Kane County for a water line ($48,865); Ivins for a firehouse addition ($39,000); Beaver City for a water system ($26,209); Kanab City for flood control ($15,000); and Parowan for a firehouse ($15,000). The Committee approved out-of-state travel for Bill Bain to attend a tri-regional Retired Senior Volunteer Program (RSVP) training conference in Los Angeles March 6, 7 and 8. The Steering Committee approved Jim Rasmussen (fuels industry), Duane Blake and Frank Staheli (agriculture), and Frank Nichols (general public) for nomination to the Utah Air Conservation Committee. The committee also provided the rehiring of Pete Green for a 90-day period to assist in the backlog of the Weatherization Program and the preparation of t their application. Williams informed the committee that regulations require that community-based organizations must be represented on local Private Industry Councils and that the Private Industry Council recommended the appointment of Geneal Anderson, chairperson of the Paiute Indian Tribe to the council. The committee approved the appointment. City and county fact sheets were distributed to steering committee members. Williams stated that Kanab had requested assistance in revising their zoning maps to account for the South Kanab annexation and to prepare a roads master plan for the annexed area. He said that Parowan has requested assistance in preparing an annexation feasibility study, help in reviewing and updating a comprehensive planning and zoning analysis, and assistance in reviewing current goals and policies for development. A request was made by Panguitch for a feasibility study, and by Boulder for help in developing a . master plan. Ivins also requested help from the Five County AOG in preparing a master plan. Salaries for three weatherization employees were reduced by $105 per month each and to grant them full fringe benefits. Steering Committee members attending from Garfield County were Guy Thompson for Commissioner Dell LeFevre' and Mayor Laure Dea Holley. Also attending were Commissioner Tom Hatch, Panguitch City Manager Bruce Fullmer and Garfield County Attorney Pat Nolan. Garfield County schools representative Ray Englestead was unable to attend. |
