Arthur Cooper Second week highlights of tho 33rd Legislature includea Governor Clyde's presentation ' of his budget message last Tuesday and an address by Dr. James B. Conant, president emeritus of Harvard University, last Friday. The Governor painted a healthy picture of state finances and said we can provide for allow urgent needs during the coming biennium without bonding and without any major changes in our present tax system. He would "plug some loopholes" and raise the state property tax levy a couple of s mills. Some of the legislators feel he was overly optimistic about our financial condition and that his budget does not adequately provide for our long range needs in such areas as school building construction, acquisition of state parks, etc. I would appreciate your writing me your opin ions on the Governor's budget During the week I introduced bills to make our state emblem and motto official, co-sponsored a bill to prohibit the suspension or revocation of drivers' licenses without showing cause, and in company with our county commissioners and clerk conferred with Mr. Elmo Morgan and Mr. Robert Griffin of the State Highway Dept. concerning our road problems In Garfield County. Most of he expected controversial bills have now been Introduced in either the Senate or tho House. Please let me know how you feel about these measures. Thus far I haven't heard from many of you. I don't know whether this indicates your confidence in my judgment or an indifference to the issues! I sincerely hope that it isn't the latter. |
