Be It resolved and enacted by the Legislature of the State of Utah, two ' thirds of all members thereof concur tins therein: Section 1. The following Proposition to amend the Constitution of the State J?f V.LlUl. hereby submitted" to the Vtauallned electors of the State for their PProval or, disapproval, namely: i T That Section 3, Article XIII., of the M Constitution of the State of Utah, ns I amended November C, 1900, and Sec- tlon 1L', of said Article XIII., bo and the snmo are hereby amended to read as follows: "Section 3. The I.cBlslature shall provide by law u uniform and equal rate of assessment nnd taxation on all I property In the State, nccordlng to Its I value In money, and shall prescribe by general law 'such rcRulattons as I shall .secure a just valuation for tax- I ntlon of nil property, so that, every person and corporation shall pay u tux In -proportion to the valuo of tils, her or Its property; Provided, that n de- ductlon of debits from credits may bo I authorized; Provided, further, that the I property of the United States, of the State, counties, cities, towns, school districts, munlclpul corporations and public libraries, lots with the building thereon used exclusively for elthor re-H re-H llglous worship or charitable pur- poses, nnd places of burial not held or used for private or corporate bcncllt, I shall bo exempt from taxation. I Ditches, cnnnls, reservoirs, pipes and I flumes owned and used by Individuals I or corporations for Irrigating lands I owned by such Individuals or corpora-I corpora-I tlonB, or the Individual members there-H there-H of, shall not bo separately taxed as I Ionic as they shall be owned and used I exclusively for such purposo; Provided, I further, that mortgages upon both real I and personal property shall bo exempt I from taxation; Provided, further, that I the taxes of the Indigent poor may be remitted or nbated at such time and In I such manner as may be provided by 1 law. The Secretary of State l hereby ordered to cause these propo- ettlons to be published In at least one H newspaper In every county of the State where a newspaper Is published, H (or two months Immediately preceding the next general election. Section 3. These propositions shall H he submitted to the electors of this State at the next general election, for their approval or disapproval. All of- H flctal ballots used at such election shall H have printed or written thereon the I words, "For the amendments to Sec- tlon t, Article XIII.. of the Cttnstltu- tlon, at amended November 6, 1100," and "Against the nmendment to Sec- tlon t, Article XIII., of the Constltu- tlon as amended November (, 1900;" also the words, "For the amendment to Section 12, Article XIII., of the Const!-I Const!-I tutlon," and "Against the amendment .to Section 12, Article XIII., of tfieCon- "stltutlnn," togethor with such other title designating such amendment as .may bo provided by law. I He It enacted by the Legislature of tho State of Utah; Section 1, That the following prop- osltlon to amend the Constitution of the State of Utah Is hereby submitted to the qualified olectors of the State of Utah for their approval or disapproval, disap-proval, namely: That Section 2, Article 10. of the Constitution of the State of Utah, be amended to read as follows; .. "Tho Public School System shall Include In-clude kindergarten schools, common schools, consisting of primary and grammar grades, high schools, an ag-1 rlcultural college, a university, and such other schools as the Legislature ,may cstubllsh. The common schools Hshall bo free. The other departments Wof tho Mystem shall bo supported as provided by law. Provldod, that high' schools may bo maintained free In all cities of tho lirst und second class now constituting school districts, and In such other cities and districts jm may be designated by the Legislature. Hut where the proportion of school monies apportioned or accruing to any city or district shall not be sumclent to maintain main-tain all thu freo schools In such city or district, the high schools shall be supported sup-ported by local taxation; Provided, thnt when any cities or districts shall establish high schools, the Legislature may nuthorlze tlio ubo of stnte school funds to nsBlst In supporting such schools, snld funds being apportioned to the cities or districts concerned, by the .State Hoard of Education." Section 8. This proposition shall be submitted to tlto electors ot this State at the next general election for their approval or disapproval.
