A provision Is made that China shall hereafter be open to the introduction of all forma of mod-dern mod-dern machinery and that such machinery machin-ery shall be admitted free of dutv. American cotton machinery should benefit especially from the new opening presented, and also telephones, electric lights, printing preeseB and many other devices of civilization which heretofore have been kept out of China. The Emperor of China has heretofore prohibited the introduction of modern machinery. As a result, the Chinese are using wooden ploughs, similar to those used centuries ago here. Modern tools are included under the head of machinery and mechanical devices. Bo the American plough and other implements and tools will enter China free of duty. AN UGLY MESS. Memphis, May 10. The grand jury, which has been investigating the management man-agement of the countv jail under Sheriff McCarver, has returned a report containing con-taining Berious char:ea against that official. The jury has evidence that prisoners have been brutally beaten by Jailor Bud McCarver, eon of the sheriff, and one instance, that of a prisoner named Joe Evans, is cited. He is said to have been held down by four of Mc-Carver'a Mc-Carver'a assistants white the jailor beat him unmercifully with a rawhide. Evans was then forced, h;ilf dead, into a dungeon, the floor of which was covered with bad smelling water, where be was left several hours. The negroe trusties, the report says, are allowed to carry the keys of the female piisoners' wards, which is charactered character-ed as a regular essignatirn house. This state of affairs, the report concludes, con-cludes, has been made known to Sheriff McCarver, but no steps to remedy it haye been taken by him. GROSS FRAUD.
