Loafer. Today, the city of about 1,300 residents prepares to celebrate itself with festivities on Aug. 21-22, 2009. Woodland Hills Day has often been held in September, but the organizing committee, headed by Sharon Wright, selected a warmer month for this year's extravaganza. Events begin on Friday, and Saturday morning kicks off with races and breakfast at the park. There will be lots of activities for kids, a pet parade, soap box derby, lots of carnival rides and much more. Wright is looking for local businesses to donate money to rent more fun equipment in exchange for on-site advertising. New this year is the quilt, art and horticulture exhibition at the new city center building. Lori Walker is heading up the quilt section, and she expects that the city's two quilting clubs, The Woodland Hills Avalanche soccer club had a three-day summer camp at the beginning of August, giving the young athletes a chance to hone their skills before the league competition begins later this month. Shannon Erickson heads the league, and she and other parents led drills for dozens of boys and girls who paid to attend the camp at the city's park Aug. 4-6, 2009. STAFF WRITER The board of the Woodland Hills Property Owners Association (WHPOA) met on the evening of Aug. 6 to consider a plea for leniency in fee collection and a major change in board membership as defined by the bylaws. The board noted that some owners are in arrears in payments of the yearly assessment. One board member said, "We should be compassionate." "We need to be fair and consistent," argued another. The board appeared to agree that repayment schedules backed by property liens were the best solution. Chance Williams, member of the association, then presented a proposal to change the bylaws to reflect his views on democracy. The third year of league play begins the last week of August. There are five divisions, kindergarten through 8th grade. A total of 18 parents volunteer as coaches -and assistant coaches. The Avalanche competes against Elk Ridge, Santaquin and Genola. Visual art of all kinds is welcome in the art section. Just about anything botanical and local will qualify for the horticulture section: flower arrangements, live plants and produce. There will be a Saturday evening street dance at the park with live music by Crash Pontiac and the Hubcaps, a classic rock group with a repertoire spanning several decades. WH property owners board discusses issues Hilarie Orman While August winds threatened to bring up dust and rain from the valley, the Avalanche players kicked left and right, passed, faked and blocked. Errant kicks carried the balls high, caught the gusts and sailed far in late afternoon light, "This is one of the most positive things going on in our city," Erickson said. "It brings together children and parents from all parts of the city. It's a great way to meet people, and we all have a good time." Noting that the Supreme Court of the United States is not an elected body, and referring to their potential for nullifying state laws, he proposed that WHPOA avoid the appearance of being similarly unrepresentative by having a board in which all seats are elected, thus eliminating the seat reserved for the city's mayor. The board far exceeded its 10-minute agenda slot in discussing Williams' proposal. They recommended that he try to collect signatures from 51 percent of the members. That would force the board to convene a special meeting. Williams asked that the board get an attorney's opinion on two issues: the wording of his proposal and the board's ability to change the bylaws without convening a special meeting. Mayor Toby Harding asked that the board also get the attorney's opinion on whether or not the first question was an appropriate one to forward to the attorney. After much discussion, the board merely stated that if Williams were to collect enough signatures on his petition, they would act appropriately. He said he would move forward on the petition. Returning to a matter from the previous board meeting, Chair Marianne Helvey read a statement from the association's attorney recommending that the list of delinquent owners remain unpublished, noting that the Federal Fair Debt Act prohibited harassment. The board then moved on to discussing their plans for the Woodland Hills Day dinner. WHPOA will donate the meal, spending up to $1,400. Donations will be collected for use by the city.
