A vote on the reform measure is expected Thursday. 1 Sponsors estimate the bill ultimately would bring in $6.8 billion in extra revenue by tightening down on tax prefer ences in 27 areas. ' Jit would ultimately pay out $92 billion in tax relief. Prfn- -. cipaL. beneficiaries would be tHOoor, low and moderate iijjme recipients, widows, vneowers and mature single persons maintaining households. .Next year, however, the bill would serve the governments objective of fiscal restraint to cool inflation by stepping up collections $4.1 billion against a $1.6 billion payout. Most of said the relief provision reductions take effect in 1971 ana 1972. The measure also provides for extension of the income surtax, at 5 per cent, for the first six months of 1970. Democratic liberals, who wanted a chance to offer an amendment to knock out the surtax extension, were rebuffed Tuesday when the House Rules Committee cleared the measure for action under noamendment procedures. Liberals scored, however, when the Ways and Means Committee in a special session rejuggled the tax rate tables to provide more relief, especially for low and moder- House Continued from First Page Committee spokesmen said the action guarantees every ordinary taxpayer with income under $100,000 at least a 5 per cent reduction in his tax bill. Ways and Means Chairman Wilbur D. Mills, said this had been the intention of the committee all along.
