Show The Salt Lake Tribune, Thursday, August 16. 1973 D Contribution Lid Troublesome Campaign Congressional Quarterly: WASHINGTON One of the first clear signs of fallout from Watergate has been the growing movement to limit the amount of money that can be contributed to political campaigns In late July the Senate voted to place sharp new restrictions of political giving If the bill becomes law ia its Senate-passeform, it would be illegal to give a congressional or presidential candidate more than (3,000 in a primary campaign and 3,000 in a general election. No individual could give more than 25,000 to all emigre ssLaal and presidential candidates m one calendar year. And any contribution of more than 50 would have to be made by not check or money order in cash. That would be a radical departure from the wav things are done now. President Nixons 1972 campaign raised 50 million, more than $2 million of it from nine persons. Sen. George McGovern raised 80 percent of his funds in donations of less than 100, but he had to depend on the big contributions to finance the advert' sing operation that brought in the small ones Is Limit Good? Should the size of campaign contributions be limited? Here are some views presented by participants in the debate: The existing system or financing elections is scandalous, and the scandal is the influence that big money and .special interest groups have at the expense of the public. Bribery is a rare thing in Congress these days and there is a good reason for that. A e campaign contribution accomplishes the same purpose and without breaking the law. tions, they are al least creating the impression that they are A democratic govei meat depend not only oo honesty but on the appearance of honesty and on the confidence of the citizens m their elected officials Goldwater, George Wallace and George McGovern all proved that. Why not put an end to these enormous gifts, force politicians to go to the people for financial support, and build for ourselves a political system in which it is dear that public office is being earned and not bought1 Candidates can get along on contributions, Barry small It would be an excellent idea to limit campaign contributions if only there were some other place for candidates to get their money But unfortunately there is not No public financing is available of small-scalNo tradition exists at the grassroots giving itseif costs level Fund-racin- money and, without sofnSbody to provide the backing, it is almost impossible for an unknown challenger even to take his case to the people If the influence of big money on politics is so dangerous that it has to be wiped nut at all costs, then lets do it. But we should realize what .IhlLCCSt s will he.
