Show Mfoxmct the County February 23, 2001 The Summit County Bee Comment Period Extended on BLM Proposed Rule To Recover Costs of Processing Minerals-Relate- d Documents The Bureau of Land Management today announced an cuenMnn to the public comment period on a proposed rule that would citable the BLM to recoser mure of its costs in docu- minerals-rclate- d processing ments. such as applications for permits to conduct mining operations. The public now has until April 16. 2001 to comment on the proposed ' rule. The period to provide public comment was originally scheduled to close on Feb. 13. 2001. The proposed rule, published in the Federal Register Dtx. IS, 2000. responds to two repons by the Interior Department's Office of the Inspector General, which found that the BLM needed to do more to recoser its document-processin- g costs. Under the proposal, those who directly benefit from the agency's minerals document processing lather than the general public would pay for those costs. The proposed rule focuses on the BLM's minerals program, where the agency's processing costs are by far the greatest. The proposal which wuuld not change the BLM's leasing. sale, or location processes in minerals any program would enable the agency to recoser an additional S6 6 million per year in mineral processing receipts. The Bureau will wurk to enhance cost recovery in uthcr programs, such as rights of way. in other rulemaking efforts. In selling 18 new fees and increasing 22 existing fees, the proposed rule would establish two types of fees.
