Deccmher 4. 2001 Assistance programs help pay utility bills Utah residents who struggle to pay their utility hills can get help from financial afuiistance programs that aredrwigned to gut them through difficult times especially during the winter months. The programs described below can help customers make arrangements for payments, budget, and enlist financial help from assistance organizations: The Deferred Payment Agreeis available to cusment (DPA) tomers who are unable to pay their natural gas bill in full. The DPA dibulunce into 12 vides the past-du- e monthly payments. Each month, the customer pays the current months bill in Tull plus the DPA amount. This Equal Payment Plan program helps take the guess work out of puying your nutural gas bills. The plan allows customers to have their estimuted annual bill divided into 1 2 equal payments. The monthly payment amount muy be acyusted periodically to reflect actually usage. The best time to sign up is in June or July, however customers muy sign up year round. Applicants are interviewed and approved by HEAT representatives at local HEAT offices. This program ends May 31,2002orwhen funds are exhausted. Utility services must be on before applying for this program. It is administered by the American Red Cross. Winter Moratorium Winter Moratorium helps keep gas service on during the winter months (between Nov. 18 and March 15) for those unable to pay. To qualify for the Moratorium, the account holder or spouse must first apply for utility assistance through HEAT and shut-of- REACH. They must have a f experinotice, qualify as ence a medical emergency, become unemployed, or experience a 50 percent drop in income. The local HEAT office provides applications, administers the program and determines who is eligible. This program does not eliminate or reduce customers responsibility to pay for their gas service. It simply allows them to temporarily continue receiving gas service while payingat least five percent of their gross household income toward the cost of that service.
