He said his main concern is who sell the ingredients used as precursors in manufacturing methamphetamine. Representatives from the A.G.s office will soon be conducting tours throughout the state to educate the local retail marketers (convenience and grocery stores) on what ingredients are used to manufacture meth and what to look for when people purchase those ingredients. The court determined the defendant committed the Second Degree Felony so he could receive unemployment insurance benefits. On June 4, Judge Lynn W Davis allowed the defendant to plead No Contest to a Class A Misdemeanor and sentenced him to 365 days of jail time. Although Judge Davis-latesuspended the defendants jail time, he ordered the defendant to repay the entire (7,100 he had defrauded from Utahs UI Program. Judge Davis also ordered him to pay an additional $6,997 penalty to Utahs UI Program, a $740 fine to the Court, and serve 30 days of community service. When asked to respond to the recent Court decision, DWS Deputy Director Jim Finch said Utah's Unemployment Insurance Program has always taken a firm stand against unemployment insurance fraud. The Court is simply reinforcinga law that clearly states UI fraud is not located in Utah. Individuals are encouraged to report UI fraud to Utah's Unemployment Insurance Program at (801) He said agents made a field visit to Wood the week the chief was murdered and said he reported to them the day the chief was shot He said there were no indications that trouble was brewing. Draper said after the shooting he was asked if he felt that Adult Parole and Probation was effective, and really had to think about it. He said there are numerous times when Corrections agents are able to intervene before something gets out of hand. He points to the fact that four of the last five methamphetamine labs busted by the Uintah Basin Narcotics Strike Force were being run by people on probation and were taken down due in part to information obtained by parole officers. At the same time, he wishes more funding and more manpower were available bo Corrections agents could more carefully monitor parolees in the Uintah Basin. I wish we could have more of an impact and do more for the community ... out offour agents out there everyday we cover all three counties, plus we have court two days a week, parole hearings once a month, we take care ofmost of our own transporting of offenders, and we are constantly doing extraditions. Our goal is to try and assist the offenders in becoming law abiding; productive citizens. There are those offenders who dont get the picture . and we remove them from society said Draper. r 526-954- 5 Two teens escape from youth facility near Myton, then rob a home One of two teenage boys who escaped last Tuesday night, July 10, from the Deer Creek Youth Facility near Mytou has been charged with burglary, attempted firearm theft and theft. Four teens denied parole in assault case By There na Morrill Four teens who were sentenced last May for their roles in an aggravated assault on a Roosevelt girl appeared before the Initial Youth Parole Authority Board on July 11 fora hearing to determine how much more time they will serve injuvenile prison. Adam Young, 15, Gary Peterson, 17, and Seng Rasophonh, 16, each received minimum sentences of 20 months to be served in addition to their time already served. Ola Aratz, 16, received a minimum of 16 additional months. The teens have been incarcerated in a secure confinement facility on the Wasatch Front since May 15, where they are undergoing counseling and treatment on issues of gang mentality, substance abuse, and victim remorse. They pled guilty in February to charges of aggravated assault and illegal consumption and possession of alcohol. The four teens, along with three other juveniles, attacked a 1 girl lastFri)ruaryl6ata Roosevelt residence, leaving her with severe facial and head injuries, includingan ear that had been partially torn off. Acoordingto Roosevelt police reports, the teens had been drinking alcohol prior to the altercation, and were retaliatingagainst the victim for her role in a joy ride that ended in an accident which claimed the life of a mutual friend. According to Duchesne County Attorney Roland Uresk, the teens have not displayed sufficient changes in attitudes and behaviors to justify being released at this time from the correctional facilities where they are serving their sentences. The teens will appear before the youth parole board again when they have completed their initial minimum sentences. Dependingon their progress, the teens could remain incarcerated until age 21. While IXII Because Uintah County opted against paying into the Utah Indigent Capital Defense Fund county taxpayers will have to foot the bill for what is expected to be an expensive capital murder trial. The July 6 shooting death of Roosevelt Police Chief Cecil Gurr occurred a few feet east of the Duchesne County line. Therefore, prosecution falls in the shoulders of Uintah County. Gurr was shot while responding to a domestic violence call at the Maverik Country Store in Ballard. Uintah County is one of just six counties in the state that did nottake out the insurance polity, that would come in handy in the event the county ever had to pay for to defend an indigent suspect in s possible death sentence case. It will cost an estimated $100,000 in attorneys fees and related expenses for Uintah County to hire attorneys to defend Lee Roy Wood, who has been 35, Vernal. Wood declared indigent is charged with capital homicide and two counts of attempted capital liomicide, inGurrs death. Uintah County Commissioner Lloyd Swain said the county was unaware of the special indigent defense fund that began in 1997. The Uintah County Commission will have to open up their $10.5 million budget and examine their options. Atax increase could not be ruled out, but would be up to a decision made by the County Commission, said Mike Wilkins, deputy clerk- ......... auditor.
