Hunt had to "defend his dissertation in an oral review in December and received official word that he had completed all requirements and was officially awarded his doctorate, on January 29, 1988. Now, "Dr. Hunt has his official doctorate in philosophy from Columbia Pacific University. Statistics released from the State Division of Substance Abuse indicate that alcohol and drug use was down dramatically in Utah in 1987. Hoping to continue that trend, the state senate passed Bill 121, Victim Impact Panels for Driving Under the Influence. The bill provides for utilization of victim impact panels in the d alcohol treatment programs for those convicted of driving under the influence of alcohol and drugs. " The impact panels allow victims and offenders to learn from each other about the devastating effects of driving while impaired, Norman Governor stated Bangerter in appreciation of the court-ordere- . bills passage. The bill provides that tlie convicted person pay the additional costs associated with the panels, many of which have been used successfully here in Utah and in other states as well in the past, and are credited in reducing the rate of repeat offenders. In a study conducted by the University of Utah and commissioned by the Division of Substance Abuse, significant reductions were found in the number ofindividuals who had driven at or above the legal alcohol blood level. The percent of regular users of cocaine has also decreased significantly, according to the study. The decline has been attributed to a variety of reasons, including increased public awareness, early intervention services, prevention services and treatment.
