The ' provision changes the collection point for the diesel excise tax from the retail level to the wholesale level which forces previously tax-frpurchasers such as farmers and ranchers to pay the tax at the time of purchase. Currently, farmers and ranchers are exempt from paying a excise tax on diesel ftiel when the fuel is used solely for farming purposes. However, as a result ofa provision in the recently enacted Omnibus Budget Reconciliation Act of 1987, they will now be forced to pay the tax at the time of purchase. "One of the ridiculous aspects of this rule, however, is that the farmers and ranchers can apply for full tax refUnds when they file their income taxes. But, sometimes it can take over a year for them to get their zefiinds. What is the purpose of requiring them to pay the taxes in the first place ifthe IRS is going to turn around and refund it to them?" Gam said. "What this amounts to isnothingmore than an interest-fre-e loan to the government at the expense ofthe nations farmers and ranchers. The senator said this new advi) ance-pay, n8 25 $129.' Imposing these taxes st the wholesale level would reduce opportunities to evade paying the fuels taxes since .there an fewer taxpayers for the IRS to monitor at that letter. Utah farmers have just adjusted to the new farm policies of the 1985 farm bilL The last thing they need now is for the government to pile more bureaucratic g requirements on them, the senator said. The farmers in Utah are big users of diesel fuel, Gam said, because Utah farms are huger than the national average and diesel is the primary fuel for many operators. It is estimated that $2 milium in new taxes would be collected from fanners and ranchers in Utah and $420 million would be collected nationwide, record-keepin- .
