| Show By Barbara Stinson Lee correspondent 50 Raising revenue in light of federal budget cuts will be a big issue facing numbers of the Cache County Mayors Association in the coming d year according to newly-electe- Chambers president According Robert to Chambers recent passage of the Gramm-Rudma- n bill aimed at balancing the federal budget will impact directly on cities and counties which rely heavily on the federal revenue sharing program for financial support “We (cities) get a check every three months from the federal government" the Smithfield mayor said “We expect a 4 to 5 percent reduction on the next pay- ment and a reduction of up to 35 percent within the next three payments The revenue sharing program equals up to percent of the property taxes in some of the smaller towns It will be a real challenge for some of them to find revenue elsewhere” The loss of the federal revenue sharing program would come as no surprise to Chambers since the federal government seems to have been sharing funds they didn’t have anyway he said “I am astounded that the government has continued to fund any of these programs if they don't have the money” he said “As it is it appears the federal revenue sharing program will be phased out in October 1986” If revenue sharing is not continued Chambers said that obtaining an additional Vi of a cent in state sales tax originally slated to go to the cities will be vital A sales tax is maintained locally at the point of sale he said The remaining V4 of a cent is K-ce- nt pooled by the state to be shared by cities and towns on a population basis Currently county governments are receiving only Vi of a cent as the result of a phasing program aimed at balancing the state budget The governor wants to cover the shortfall by borrowing money from the state flood reserve fund and other programs to be replenished sales tax which by the was promised to the county governments “This money is important to us because some of our smaller towns have little or no revenue as it is” Chambers said “We made an appeal to (Utah) Gov (Norman) Bangerter for the funds but he took a very firm stand (against it) due to that no lobbying plans have been made by the mayors association “These are austere times and we’re all going to be affected” Chambers said “I agree with moves the federal government is making to balance the budget That should be the No 1 priority and we all have to work at it on every level If they have to do it on their (the federal) end I'd like to see us do it on the state end” The mayors are also concerned with the continuing transition in the county’s form of government Chambers said The transition from the nt current three-memb- Election shortfall” for the council According to Chambers the Cache County Mayors Association was created as a forum for the exchange of ideas and the expression of mutual concerns for the local mayors “One of our goals is to promote harmony among our communities by meeting and knowing each other" he said Chambers was elected president of the association for a term of one year at their annual meeting in December Ross Shelton mayor of Mendon was elected vice most efficient processors in the state he said Mail-i- n payments to the Salt Lake City office cost about 6 cents each to process he said According to Carlson “Only about 5 percent of the bills paid in the Logan area were walk-i- n payments” Most people find that mailing in their payments is easier anyway he said Mountain Bell's phone service users are encouraged to use the Mail America postal
