| Show Engineer Outlines Water System Problems Probably the force which will have the largest impact on Ephraim's Ephraim's Eph- Eph raim's economy is Snow College College College Col Col- lege located in the east portion por por- portion tion of the city cUy Ephraim has attracted several several several sev sev- eral new businesses in the past few years all of which help add to the economy of Eph Eph- raim There are now travel trailer knife and clothing manufacturers manufacturers manufacturers man man- in the city The US U.s. Forest Service operates the Great Basin Research Center a range and forest experimental tal station This is located nine miles east of town up Ephraim Canyon At Atthe the present time Ephraim Is the only city in Sanpete County which provides its citizens citizens citi citi- zens with a sanitary sewer system and sewage treatment facilities The city records show water connections and sewer connections Therefore Therefore Therefore There There- fore approximately 26 percent of the city is served by the sewer including the college The city's water system carries carries carries car car- ries a classification pending rating from the Board of Health and has had this rating for several years A classification tion lion pending rating was given to the water system several years ago on the assumption the system would be revamped PURPOSE AND SCOPE It is the purpose of this re report report report re- re port to Investigate the existing conditions and determine what changes should be made in the culinary water system of the city of Ephraim to enable the city to have a safe reliable and approved culinary water system To accomplish this it has hasA A been necessary to do the following following fol fol- fol lowing items 1 Study the population trends of both the city and the college 2 Research the existing water water water wa wa- ter rights 3 Study the city's applications applications for culinary water both approved and lapsed 4 Study the springs and their condition 5 Study the condition of the existing pipelines in the can can- yon 6 Study the records of the hydro-electric hydro plants 7 Determine the condition of the pipe in the distribution tem 8 Study required fire flows ys throughout the city 9 Determine the needed storage storage stor stor- age capacity of the city 10 Study the present financial condition of the city as it pertains pertains pertains per per- to financing the needed water Improvements FINDINGS AND RECOMMENDATIONS TIO S This conditions of the Ephraim City water system 1 Left Hand Fork Spring may possibly be letting contaminated contaminated contaminated con con- water Into the tem 2 Left Hand Fork Spring is not fenced 3 Left Hand Fork stream has been used in the culinary water line as a source of water for power purposes during times of low flow from the springs 4 Little Spring is not fenced has poor drainage and does not have a collection box 5 Little Spring is losing some to 6 There is a spring south of Little Spring that could be developed into to This spring Is only feet from Little Spring 7 Big Spring lacks adequate grading fencing and its air vent needs work 8 Big Spring is also losing approximately 9 None of the springs have any way of measuring the flow 10 The inch 8 pipe between Big Spring and the Curly Hill Junction needs to be buried burled and repaired 11 The Curly Hill Spring is In good condition but does not flow into the main line Une when there is over 2 1 In the main line 12 The upper and lower suspension bridges are In good condition 13 The Lake Hill Spring lacks good grading fencing and collection lines 14 The Lake Hill Spring is losing possibly 50 15 The line from the lower power plant to the reservoirs is a flow line Une and will deliver 30 or 2 16 The storage capacity of Ephraim Is gallons In two reservoirs 17 The required raw water for the city is now 11 million million mil mil- lion gallons per day and will willbe willbe be near 15 by 1988 18 The main line Une between the reservoirs and town is a Inch 10 cast iron pipe the ca capacity capacity capacity ca- ca of which Is 1400 19 The distribution system is not capable of transmitting the required fire flows due to undersized pipes 20 The water supply Is not presently chlorinated 21 The total water rights of Ephraim City appear to be 3 2 ds or 17 22 The cost of constructing a meter vault a one mg reservoir reservoir reservoir reser reser- voir and Improvements to the spring pring collection and the distribution distribution distribution dis dis- system will cost near 23 The water system of Ephraim City is not approved by the Utah Division of Health It is the recommendation of this firm that a storage tank of one million gallon capacity 2 Fence grade and gen generally gener generally gener- gener rally r- r ally clean up Left Hand Fork Spring Little Spring and Lake Hill Spring and the miscellaneous boxes 3 Construct new collection lines collection boxes Into Little Spring Lake Hill Spring and New Little Spring 4 Construct weir boxes at atall atall atall all spring sites 5 Screen all vents and turn them down so bird droppings wont won't enter the system 6 Revamp the standpipe Just upstream from the C Curly ly Hill Junction 7 Do general maintenance on pipelines including new overlapping covers on Junction boxes 8 Replace inch 4 3 inch and inch 2 pipe in town with Inch 10 inch 8 inch 6 and flinch 4 fl- inch water lines 9 Construct a master water meter vault downstream from Irom the reservoirs 10 Take water samples of Left Hand Fork Spring to check contamination If the samples samples samples sam sam- ples are bad and chlorination will not be sufficient treatment physically disconnect this source 11 Conduct a comprehensive sampling study This will de determine determine determine de- de termine if chlorination will be required to gain an approved rating with Utah State Division of Health POPULATION TRENDS In the year 1930 Sanpete County had a total population of persons Ephraim City's population was near 1960 that same year The county's population population population lation has decreased to persons as of 1965 whereas the city's population has re remained remained remained re- re near constant at 1800 persons The recent Increase In the camp trailer clothing and tur tur- key Industries the rise In college college college col col- lege enrollment and the In Increased increased increased in- in creased tourist traffic will help to stabilize the economy and the population of Ephraim City In 1988 the population is estimated to be near 2100 persons persons persons per per- sons for the city The college expects an Increase to 1200 students In 1976 and an increase in increase increase in- in crease to nearly 1500 by 1988 WATER QUALITY In assigning an unapproved or approved level to any water system the Division of Health must first take samples and then analyze them This has been done in Ephraim for lor a number of years The final test testIs testIs testis Is whether or not the samples pass the U U. U S S.
