Finally task force makes IPP choices After almost three months of study and argument, the Interagency Task Force on Power Plant Siting finally came up with a recommendation last week. The group called on sponsors of the proposed 3,000 megawatt Intermountain Power Project electric generation plant along, with Utah Governor Scott Matheson and U.S. Interior Secretary Cecil Andrus to consider two alternative sites in future studies of where the plant should be located. The alternates.' Lynndyl." in Millard County and Hanksvillc" in.Wayne county, should be studied along with the primary site ("Salt Wash") in Wayne County chosen and extensively stud- ment of an environmental impact study by the federal government on the sites it applies for. IPP, which is made up of California and Utah municipalities and rural electrification associations, must decide whether to apply for sites other than Salt Wash. If it does, extensive study of those sites would he necessary comparable to the $7 million study it has already made of Salt Wash. The task force, made up federal, state, and local government officials along planning coordinator, also noted the legal and political problems associated with Salt Wash such as the results of one study showing it to be in violation of federal clean air standards. Juan County be discouraged as a result of IPPs experience. Black noted the pollution violative that would be emitted by the plant could not be felt, smelled, seen, or even detected by sensitive equipment. He claimed the result of preventing growth in southern Utah would be a migration to urban areas because of the lack of opportunity. That would lead to more pollution and congestion there, he said. next step in the process for IPP is develop- state with members of the Energy Conservation states and Development Council, was created after Andrus expressed a worry over the Salt Wash site being too near Capitol Reef National Park. Federal representatives had expressed doubts over their ability to participate in the final rating process due to their later duty to author the environmental statement. But they did in the rating to participate avoid a complaint to Com- missioner Calvin Black, who had made the proposal to endorse Salt Wash, expressed a fear that Lynndyl recommendation would provide federal officials with an excuse not to locate in southern Utah and that future projects would CON- 133-JOHANS- The ied by IPP. The group' defeated a motion promoted by southern Utah representatives to endorse the Salt Wash site. The motion lost because of arguments that the task force had not made a comparative study of that site along with the others it looked at. Jed Kee, San New Corporations STRUCTION CO. 120 S 3rd E. Mt.
