HUD report reveals Copley Newi Service An increasing number of land developers are resorting to gross misrepresentations in attempts to attract and "close" prospective buyers. This was the general conclusion of George K. Bernstein, Interstate Land Sales Administrator for the Department of Housing and Urban Development (HUD), after a careful study of land sales techniques. His findings resulted in 450 developers being notified they must answer charges they are violating the Interstate Land Sales Full Disclosure Act. Bernstein's report should signal fair warning to all persons considering the purchase of a lot in a subdivision particularly when the subject property is located in another state and not personally inspected by the prospect. Many serious abuses of the Full Disclosure Act have been recently reported, including "bait and switch" tactics, high pressure sales methods and unfulfilled development plans. Some cases documented misrepresentations in advertising and claims by salesmen that were in direct contradiction to stated facts in property reports on file in Bernstein's office. It should be pointed out that most land developers are reputable and honest. But it's equally important to realize that others are not. Prospective buyers should exercise much care and investigation before making an "on the dotted line" decision. In an effort to protect the consumer, the Interstate Land Sales Full Disclosure Act became law in 1969. It requires registration of a Property Report by all developers of SO or more lots of five acres or less. A copy of the Report must be given to each lot purchaser before he signs the final sales agreement form. If a buyer decides to cancel a sales agreement anytime within 48 hours after being given a copy of the Report, he may do so. The Report, while not recommending a subdivision or assessing it's value as an investment, does give the prospective buyer many important facts pertinent to that VOTE TO KEEP YOUR TAX MONEY WORKING FOR particular land parcel.
