Show Action by Duchesne County Commissioners . Sunday beer sales and a new county sanitary land fill were the main topics of business at the last meeting of the Duchesne County commission. The county has been asked by Roosevelt city mayor Hollis Hullinger to ban the sale of beer on Sunday and to enforce the law, but the commissioners decided to let individual stores decide their own policies on beer sales. Beer sales will be restricted from 1 a.m. to 7 a.m. daily. The vote was unanimous. Commissioner Loryn Ross said, It would be perfectly alright with me if they never manufactured beer. . .but I can't see that we can legislate moral." Ray Thomas in casting his vote against the ban said, "If it (banning Sunday sales) would stop drinking it would be different, but those who want it will drink it anyway." Rulon Anderton, the longest sitting member of the commission, cited bootlegging and the need to increase the police force to enforce the ban, and then a doubt it could be effective as reasons for not banning the sale. The commissioners also discussed a new quarter percent sales tax that the last state legislature voted to allow counties and cities for additonal revenue. The state law allows counties to impose the sales tax if it votes to so by J une 1. County commissioners and officials of Duchesne cities and towns have agreed the extra revenue is needed to meet expanding financial problems. The commissioners in their meeting,, and in a later meeting Friday with city officers, discussed using 1SM of the quarter percent sales tax money to finance a county sanitary land fill in the Myton area for all county residents. Presently the Roosevelt dump is nearing capacity and may not meet environmental requirements. Duchesne citys dump is not full, but may not meet state or federal standards either. There are several "unofficial dump and trash" sites in the county which the commissioners want to bring a hault to with the county site. The county this week will open bids from private operators to operate the county site. By using the sales tax method of collecting the money for the sanitary land stressed-"everyon- e fill the Commissioners in the county will be paying for the site. If last year's figures hold up, the commissioners said Roosevelt would pay $11,500 towards the site, Duchesne $2,500. the county $7,500, and other cities and towns lesser amounts. The Forest Service tenatively has agreed to pay the county a $4,000 "hookpup" fee to be allowed to haul its refuse to the dump site and $3,000 annually. Private, commercial businesses will also be required to pay. If the cities decide not to go along with the sales tax plan the commissioners said it may be necessary to charge each individual to come .into the area to dump, or make the cities build their own and that would be even more expensive if they had to meet air and environmental business" slated Commissioner Kay Thomas. Clinton Harrison, director of the Uintah Basin Association of governments also met with the commissioners to present his organization's budget and to answer questions about it. r Funds requested for handicapped, elderly transit such as power lifts, curb level steps, and wheel chair on an 80 percent federal. 20 percent private, matching fund basis. The Utah applicants were selected by an evaluation committee comprised of representatives from the Utah Department of Highways, the Department of Social Services, the Division of Aging, the Division of Rehabilitation Services, and handicapped and elderly citizens. The committee mailed applications and instructions to 116 organizations for the handicapped and elderly notifying them of the program. However, the ten applications received by the committee total only $153,312, almost five thousand short of the state's total allocation. Unused funds from the program will be redistributed to states which have funding requests in excess of their allocations. Lowell C. Elmer, the Utah Department of Highways coordinator for the program, said there is a great need in Utah for responsive transportation service for the elderly and the handicapped. He said funds provided by the program should help them achieve equal opportunities, through increased mobility. Mr. Elmer said a decision on Utah's applications for funds is expected to be announced by the Urban Mass Transportation Administration by June 30th. The ten applications included a request from the Box Elder Interagency Council in Brigham City for $12,000 to purchase a vehicle, a $9,600 request from the Southeastern Utah Community Action Program in Price to purchase a vehicle, a request from the Multiple Handicapped Training Center in Salt Lake City for $40,074 to purchase a bus and two vehicles, a $14,685 request from United Way of Utah County to buy two vehicles, a $14,685 request from United Way of Utah County to buy s, The Utah Department of Highways submitted the federal-airecently rcqucsis of ten organizations for the elderly and the handicapped to the Urban Mass Transportation Administration for approval and funding. The federal agency set aside $158,000 for the State of Utah to provide, capital assistance to private, organizations which serve the transportation needs of the elderly and the handicapped. Governor Calvin I'tah Hampton designated the Utah Department of Highways to receive and administer the funds for the program.
