The City of Duchesne does hereby give notice to the residents of the Duchesne that it has community determined that its use of Community Development Grant funds is expected Block to have no significant impact upon the environment of the residents of the City (4 Duchesne or other outlying areas. In giving notice to the residents of the Duchesne community, the Duchesne City Council invites residents who feel that there will be a significant environmental impact to show cause as to why an environmental impact statement should be prepared to evaluate the impact of the City of Duchesne community development projects. These projects include 1) an $$11,250 housing rehabilitation project, and 2) a $28,750 sewer line extension project on the Blue Bench. The Duchesne City Council has made a thorough study of Hhe environmental effects of the above-name- d projects. With the help of the city the Duchesne engineer, School District, and other state and federal government agencies, the potential effect of the city's community development projects were ascertained. In evaluating the total impact of the two projects, the City Council has concluded that the projects will have no significant effect upon the environment. It is the considered opinion of the Duchesne City Council., that the limited amount of noise and dust caused by installing a sewer line extension on the Hue Bench will be more than compensated by the impact of this project in abating serious health hazards created by existing septic tanks and fields. The money, which was given by the County, was requested by the Duchesne Cattle Association to partly pay for the extra work done by the Brand Inspector. Ken Carter president of the association paid stated, Mr. O'Driscolfs salary entirely by the Utah State Department of Agriculture, and his mileage is paid only upon the submission of a brand inspection certificate. However, his mileage and time spent in the identification of stray animals, which job is usually the, responsibility of the Sheriff's department, is given to the County free gratis. Mr. O'Driscoll has gone literally the extra mile in doing more than his job requires. The Duchesne Cattle Association is appreciative of the assistance Mr. ODriscoll gives and feels that some of the taxes paid to Duchesne County should to help him in his work, Mr. Carter concluded. Roland V. Wise, District Director of Internal Revenue Service for Utah, warned today that, Utah taxpayers may have their tax rebate checks delayed if they have moved since filing their Federal income tax returns and have failed to notify their post office of a change of address. Taxpayers who have moved and failed to leave the post office a form, may have their rebate checks returned to the disbursing center marked undeliverable."
