The concept of combatting recessionary trends with the use of federal funds to provide public service jobs does not find any favor with the independent business people. While there are many proposals being made to create jobs, originating both on Capitol Hill and on the other end of Pennsylvania Avenue, a fairly modest legislative proposal by Representative Michael Harrington of Massachusetts was submitted the National by Federation of Independent Business to a nationwide poll of the membership. The final results show only 23 per cent in favor, with 73 per cent opposed, and four per cent undecided. In Utah the vote is 15 per cent for 79 per cent opposed, 6 per cent undecided. The majority of the independent business firms are engaged in retailing or the service trades, and thus depend on the people in their area having the means to buy. On this basis it would appear that there would be a somewhat stronger support for this method of offsetting unemployment. Mountain Fuel applied for the inrrease on October 25 to pass through to its customers the higher costs it is having to pay for natural gas purchased from pipeline companies, principally Northwest Pipeline Corporation of Salt Lake Pity. In its application, Mountain Fuel pointed out that it had no alternative but to pay the higher costs if it was to preserve these important sources of supply, and that the increase being sought would not increase its proAls whatsoever. In its report and tentative order, the Public Service Commission said it was in the public interest for Mountain Fuel to recover increases in its cost of natural gas supplies concurrently with such increases, and that permitting Mountain Fuel to recover such increases will not enlarge Mountain Fuel's rate of return beyond that previously found by this Commission to be just and reasonable. The Commission took note of the possibility that some of the higher costs being charged to Mountain Fuel by its pipeline suppliers, principally Northwest Pipeline Corporation may be disallowed subsequently by its pipeline suppliers, principally Northwest Pipeline Corporation may be disallowed subsequently by the Federal Power Commission, and directed Mountain Fuel, if such event should occur, to pass the applicable prorated share, when received, on to its customers under a procedure to be approved by the Utah Commission.
