According to private U.S. Treasury estimates, American multinational banks account for an estimated half of the total volume of $70 billion in private loans to the poorer nations. Of the U.S. share, six banks of these account for two-thirloans. These are the First National City Bank, the Bank of America, the Chase Manhattan Bank, Manufacturer Hanover Trust Co., the Chemical Bank, and Morgan Guaranty Trust Company. Such a conference is urgently needed, according to Carter advisers, to work out ways for the U.S. and other industrial nations to handle the debt crisis before it gets completely out of hand. The President-eleand his advisers fear that the pressure of debt rescheduling and defaults could lead to money market turmoil, touching off a general world-wid- e depression and civil ct unrest. Aides report that Carter believes Blumenthal is the best man to handle this problem because of his negotiating skills and close ties with leaders of the international banking community. The response was courteous, the Board passed a resolution to examine the facts, and act on them where needed. The Board also gave us a report on what they had accomplished in examining textbooks and curriculum since our October meeting. A young woman board member explained that she and some other board members had gone into 40 districts of the state searching for inappropriate textbooks, such as those on the West Virginia list given to them by Alice Rogers in our October meeting. They saw many, and assured us they would be taken out of the schools. Most were health books with explicit sex, pictures and content, but there were others, such as Scott Foresman Galaxy series, which would expire next year, anyway. The best news given us was that due to the controversial nature of MACOS, MAN A COURSE OF STUDY was not being purchased, and had not been purchased in over a year, due to federal funding, and being too expensive. Our hope is that MACOS will go the way of all garbage, into the incinerator. All in all. we were pleased, and the report renewed our faith in those who make up the State Board of Education. That is the optimistic aspect of this weeks column. We cannot let down, however.
