Show angs on upswing in local areas, BACC group told BOUNTIFUL The Executive Board of Bountiful Area Chamber of Commerce, in their monthly meeting Wednesday, received a report from the Governmental Affairs Committee on the meeting held Feb. 11 between South Davis police chiefs and Bountiful area business leaders. The Chamber Committee organized and sponsored the gathering which dealt with local area gangs and their recent upswing in activities. Committee Chairman Taud Olsen highlighted the discussion which included comments from Davis County Sheriff Glenn Clary, North Salt Lake Police Chief Val Wilson, Bountiful Police Chief Larry Higgins, Woods Cross Police Chief Paul Howard, Centerville Police Chief Jim Oswald, they see in gangs. The result has been a tremendous increase in kids who are more daring, more defiant, and have lost respect for authority. Adding to the problem is a trend over recent years that has local leaders worried; a disintegration of the family unit. Police have seen less parental influence being exerted over children, often leading to a total loss of control over their activities. South Davis County, however, has not lost control of the streets to gang members; not yet at least. But gangs are on the upswing, and just as in Orange County, California, they could soon run wild and control the streets locally unless parents and communities unite with police to stop them. While supportive of recent legisla and Bountiful Corporation representative Jon Hadlow. The general conclusion of the meeting was that the gangs are here, and growing. Existing gang activity has been reinforced recently by youths moving into the area with their families from other states; families oftimes intending to escape gang activities there. Many of the children who had been active gang members elsewhere have become teachers for local area BETTER LATE THAN NEVER?: Unless this is some exercise in New Age mathematics, the Clipper s ad on this bench at 400 would like to offer our condolences to the who paid for the N. 400 East in Bountiful. During that year, nearly 40,000 new jobs were created (319,100) across the Beehive State, including approximately 4,000 in Davis County. At the same time, those out of work (34,000, on average), numbered some 6,000 fewer than in 1992, he continued. The states unemployment rate hovered at around four percent, as it did in Davis County approximately a full percentage point below that of a year earlier. In fact, extremely strong job growth pushed joblessness to its lowest level in 15 years. For most of the year, the states jnemployment rate registered between 2.5 and three percentage points below the national average followed the trend of 1992 with the largest gap in over 30 years. In addition, Utah registered the third lowest joblessness rate in the county for much of last year. The solid job growth, even in Davis County, is phenomenal given the employment cuts result- ing from reductions in defense spending impacting such major facilities as Hill Air Force Base, Kirkham said. Job growth occurred in all occu- rs pation categories except mining, where 100 positions were eliminated. Even government expansion continued, although at a relatively slow pace. Construction led the growth pack, gaining 13 percent, (4,500 jobs) making the third year that this sector of the economy showed the greatest percentage growth. A strong housing market and a few large nonresidential pro- jects kept this sector humming in spite of what could be termed a national slowdown. The services sector, meanwhile, added the highest number of jobs at 15,600. Manufacturing grew by 4,500 jobs, a very respectable showing in spite of the national recession and defense spending cuts which caused manufacturing declines in 1991 and only a few new jobs in 1992. However, with strong growth in the automobile airbag industry, sporting goods equipment, food processing, fabricated metalscom-puterand chemicals, the entire s, industry made moderate gains last year. That this expansion occurred despite continued cutbacks in the aerospace industry and electronics is a testament to Utahs excellent employee training to reduce sales of tobacco items to reduce sales of tobacco products to minors. TOBACCO continued from front Last July, ShopKo adopted a smoke-fre- e work company-wid- e stores in California also no longer carry tobacco products. An increasing number of pharmacies and drugstores nationwide are coming to the same conclusion as PayLess and ShopKo, according to officials for Action on Smoking or Health, an advocacy group funded by heart and lung associations. But it is uncommon chain such for a department-variet- y as ShopKo to take such a stand. environment policy, too, according to Goetz. The Davis County Health Department has conducted compliance checks of retailers by sending undercover decoy minors into anti-tobac- stores to try to buy tobacco. Some Davis County cities use decoys for alcohol checks, including Bountiful, Farmington and Layton. Last year the health department checks revealed that 13 percent of the youths were able to purchase tobacco, down from 22 percent the previous year. ShopKos Utah experience has prompted the retail chain to review tobacco sales in other markets. Were noticing a trend across the country that would increasingly lead us to believe were going to be out of the tobacco business altogether, Olson said. We believe Utah customers are probably on the leading edge of the trend. At ShopKo, chewing tobacco and cigarettes made way for potato chips. ShopKo hopes putting potato chips, a money producer, in the prominent spots will help its stores recoup some of the money theyll lose from tobacco sales. ShopKo District Manager Jim Goetz said that ShopKo is currently reviewing its policy on tobacco products sales at stores in other states as well. While the products havent been dropped in other states yet, the chain has beefed up Other sectors also saw job growth; nearly 3,000 in transporta tion, communications, Education Department placed orders in anticipation of large school sales.
