Piute County residents made the most of the $143,468 they paid to the state in income taxes, receiving more than $1.2 million in state school aid, which is a 740 percent increase over last years amount. By BRYON SAXTON teacher SALT LAKE Davis County residents paid more than $57.3 million in state income tax in 1989, but received nearly twice that much back in state school aid. According to a study by Utah Foundation, a Salt Lake private research firm, Davis residents paid an average of $1,017 per return filed. Allan J. Witt, executive director of the Utah Foundation, said in return for the income tax payments Davis County schools received $90 million in state school aid. In other words Witt said Davis County received $33 million or 58.4 percent more back from the state than it paid in income tax if the school aid received is included. Witt said because of other various revenues going into the uniform school fund, the amount state aid distributed to school districts exceeds the state income tax paid by residents in most Utah counties. LAYTON Dr. Thomas H. Kemp of Layton was recently presented the Distinguished Teaching Award at the commencement exercises of the University of Phoenix. Kemp, supervisor of human resources at Thiokol Corporation, has taught at the University of Phoenix since 1984. He currently teaches organiza- tional behavior and human resource management, among other subjects. According to Craig Swenson, vice president and director of the Utah Campus of the University of Phoenix, Kemp is representative of the type of faculty the university retains. Tom is very successful with his students, said Swenson. He feels it is his responsibility to give his students an added awareness, a sensitivity to the aspects of higher learning. Kemp received his doctors degree in public administration from the University of Utah in 1976. The University of Phoenix is accreditied by the North Central Association of Colleges and Schools and has campuses in Ari- - itta Thomas Kemp zona, California, Colorado and New Mexico. The Utah campus, including Learning Centers in Orem and Ogden, has 1,150 students and is commited to providing specific educational services for professionals. The Salt Lake campus began in 1984 with 50 students, seven instructors and five administrative mid-care- er ... staff. The analysis of 1990 budgets reveals the largest ex, ser- vices. . Per capita county expenditures in Utah range from a high of $1,304 in Daggett County to a low of $63 in Utah County. Of all state returns filed in Utah last year, 89 percent reported a gross income of $50,000 or less, while 1 1 percent reported a gross income of more than $50,000.
