The Davis County Council of Governments (COG), consisting of 15 mayors, the County Commissioners, and c representatives from the Davis School District and Hill Air Force Base, jtre program administrators for a Icouhty revolving loan fund. ! The loan fund, initiated in ; 984, is administered by COG ;and used to assist local businesses ;in expansion. However, companies receiving the loan must have been in business three years prior to applying ad-ho- 1 for loan. Its all based on the fundamental belief that the local business community is the real strengh of the economy, said Ron Kusina, Davis Countys business economics specialist. The main objective of the program is to provide more jobs for the people in the area, so they can live in this area when they want to, Kusina said. Three of the major elements in the revolving loan fund include, .procurement assistance, and program and business assistance. We want to at least help maintain, if not expand the existing job base, Kusina said. there is very little going on nationally as far as movement of not as much in the large firms, strengh in, is in the area of procurement. Procurement involves aiding local businesses in obtaining contracts to provide services for government installations, such as HAFB, Kusina said. Less than five percent of the $2.5 billion in federal comes to businesses in the state, Kusina sub-contra- said. To increase the odds of receiving more federal county officials have named a full time procurement specialsit to develop Davis Countys possibilities, he said.
