At this time, Knowlton said, he does not favor a tax increase and believes there will be sufficient revenue enhancements available to properly fund education and state government needs without a tax rate increase. Favoring a tax increase without full information available on revenues and a careful review of the budget would be irresponsible," he said. ' While in the legislature, Knowlton has served as chairman of General State Government and Capitol Facilities Committee, and vice chairman of the Revenue and Taxation Committee. He also has served on the committees of Higher Education Appropriations, Transportation and Public Safety,' and Agriculture and Health. He said he has been instrumental in gaining increased funding for Davis County Vocational Education. Among important legislation he has sponsored are the Truth in Taxation bill which simplifies and involves the public in the property tax process; Economic Development bill (Waters Edge Unitary Tax, Protecting funds for education and repealing unneededor outdated laws). Property tax valuation on homes would have been 75 percent higher had it not been for legislation that he and sponsored, he said.
